)ORDER NO.34410
On June 28,2019,Idaho Power Company ("Company")filed an Application requesting
Commission acknowledgement of the Company's 2019 Integrated Resource Plan ("IRP").The
IRP is the Company's biennial report on its plans to adequately and reliably serve its customers
over the next twentyyears through a least-cost least-risk resource mix.
After the Company filed its 2019 IRP,it notified the Commission that it would need to
revisit the accuracy of the IRP's conclusions and findings.
The Commission now issues this Notice of Application.The Commission will issue a
Notice establishing procedure and deadlines followingthe Company's submittal of its updated
2019 IRP analysis.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that that the Company developedthe 2019 IRP with
input from the public through the IRP advisory council.
YOU ARE FURTHER NOTIFIED that in the 2019 IRP,the Company used AURORA,
a long-term capacity expansion software,to develop resource portfolios for 24 future scenarios.
The scenarios are based on three natural gas forecasts and four possible carbon emission adders
that alternativelyassume the Boardman to Hemingway transmission line project ("B2H")would
come online in 2026 or not come online at all.
YOU ARE FURTHER NOTIFIED that in a July 19,2019 letter,the Company stated
that after it filed its 2019 IRP,it discoveredit would need to perform supplemental analysis related
to the IRP's capacity expansion modeling approach.The Company estimated that it could
complete,review,and file an updated analysis by October 31,2019.
YOU ARE FURTHER NOTIFIED that the Application is available for public
inspection during regular business hours at the Commission's office.These documents are also
available on the Commission's web site at ww_wauc.idaho.goy.Click on the "File Room"tab at

the top of the page,then select "Electric Cases"and click on the case number as shown on the
front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdictionunder Title 61 of the Idaho Code and specifically Idaho
Code §§61-502 and 61-503.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that no further action will be taken on the Company's
Application until the Company provides the supplemental analysis referred to in its July 19,2019
letter,or the Commission orders otherwise.
