On May24,2019,Idaho Power Company ("Company")filed an Application requesting
the Commission's authority to:(1)allow for the transition to Company-owned,light-emitting
diode ("LED")lighting and elimination of Company-owned high intensity discharge ("HID")
lighting in Schedules 15 and 41;and (2)close Schedule 41 Option "B".I Application at 1.The
Company requested the Commission process its Application by Modified Procedure.Id.at 6.
The Commission now issues this Notice of Application and Notice of Modified
Procedure establishing a public comment period and Company reply deadline.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that with this Application,the Company seeks the
Commission's approval to modify its Schedules 15 and 41 allowingfor the transition from HID to
LED Company-owned lighting over a period of four (4)years,beginning October 1,2019.
YOU ARE FURTHER NOTIFIED that with this Application the Company proposes
to permanently close Schedule 41 Option "B"effective September 30,2023,and to move those
customers to either Schedule 41 Option "A",which is Company-owned,Company-maintained
streetlight facilities,or Schedule 41 Option "C",which is customer-owned,customer-maintained
streetlight facilities.
YOU ARE FURTHER NOTIFIED that once the Company has fully completed the
transition of Company-owned lighting from HID to LED under Schedules 15 and 41,it estimates
i Option "B"of Schedule 41 is for customer-owned,Company-maintained streetlight facilities.Application at 2.It
was closed to new customers as of January 1,2012,and currently has 42 customers.Id.Option "B"Schedule 41
customers are primarily cities.Id.at 3.

the changes will decrease annual electricity demand by 8,851 MWh,or about $250,000.00 per
year,which will flow back to customers through the Power Cost Adjustment.
YOU ARE FURTHER NOTIFIED that the proposed modifications to Schedules 15
and 41 will not affect the current rates set in either Schedule.
YOU ARE FURTHER NOTIFIED that with this Application the Company proposes
to permanently eliminate Schedule 41's "Ornamental Lighting"2 option.
YOU ARE FURTHER NOTIFIED that the Application is available for public
inspection during regular business hours at the Commission's office.The Application is also
available on the Commission's web site at .Click on the "Open Cases"link
under the heading "Electric"and click on the case number as shown on the front of this document.
NOTICE OF MODIFIED PROCEDURE
YOU ARE FURTHER NOTIFIED that the Commission has determinedthat the public
interest may not require a formal hearingin this matter and will proceed under Modified Procedure
pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission's Rules of Procedure,
IDAPA 31.01.01.201-204.The Commission notes that Modified Procedure and written comments
have proven to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission by no later
than August 21,2019.The comment must contain a statement of reasons supporting the comment.
Persons desiring a hearing must specifically request a hearing in their written comments.Written
comments concerning this Application shall be mailed to the Commission and the Company at the

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code,and specifically Idaho
Code §61-503.The Commission may enter any final Order consistent with its authorityunder
Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000,et seq.
ORDER
IT IS HEREBY ORDERED that the Company's Application be processed by Modified
Procedure,Rule 201-204.See IDAPA 31.01.01.201-.204.Parties and persons interested in
submitting written comments must do so by no later than August 21,2019.The Company may file
reply comments,if necessary,by no later than August 28,2019.
