On April 4,2019,Idaho Power Company ("Idaho Power"or "Company")filed an
Application seeking approval of a Power Purchase Agreement ("PPA"or "Agreement")with
Jackpot Holdings,LLC ("Jackpot Solar")for energy generated by the Jackpot Solar Facility with
an option to purchase energy generated by the adjacent Franklin Solar Facility.
On April 25,2019,the Commission issued a Notice of Application and Notice of
Intervention Deadline.Order No.34321.No parties intervened.
On June 5,2019,the Commission issued a Notice of Modified Procedure,setting a
comment deadline of July 23,2019 and a reply comment deadline of August 6,2019.Order No.
34353.
On July 19,2019,the Company filed a letter stating that the Company could not
complete modeling requested by Staff before Staff's comment deadline.
On July 23,2019,Commission Staff filed comments stating that more time was
required to complete its analysis.
On July 30,2019,Commission Staff presented a Decision Memorandum at the
Commission's regularlyscheduled Decision Meeting recommending the Commission vacate the
comment deadline and set a revised comment deadline after the Company files supplemental
economic modeling results.
The Commission now issues this Notice of Suspended Comment Deadline,suspending
the comment deadlines until further notice.
NOTICE OF SUSPENDED COMMENT PERIOD
YOU ARE HEREBY NOTIFIED that the comment period is suspended until the
Company files supplemental economic modeling results and the Commission establishes new
comment deadlines.

YOU ARE FURTHER NOTIFIED that the Company expects the additional analysis
to take until the end of August 2019.
YOU ARE FURTHER NOTIFIED that under the proposed PPA,Idaho Power would
purchase 120 megawatts ("MW")of energy from Jackpot Solar with an option to purchase an
additional 100 MW of energy from the adjacent Franklin Solar Facility.
YOU ARE FURTHER NOTIFIED that the scheduled commercial operation date for
the Facility is December 1,2022,and December 1,2023,for the Option Facility.The pricing of
the PPA depends upon the developermaximizingthe value of the federal Investment Tax Credit,
which declines at the end of December 2019.
ORDER
IT IS HEREBY ORDERED that the previously established comment deadlines are
vacated until the Company files additional analysis and the Commission establishes new comment
deadlines.
