UPDATE TO PUBLISHED AVOIDED COST RATES
Dear Mr. Jewell,
Idaho Power Company ("Company") has reviewed the information you provided in your letter dated
April 12, 2019, notifoing Idaho Power of revisions to the Public Utility Regulatory Policy Act of
1978 ("PURPA") published avoided cost rate(s) in accordance with Idaho Public Utilities
Commission ("Commission") Order No. 32697 and 32802, specifically the update of the natural gas
forecast to include the January 24,2019, EIA natural gas forecast. Idaho Power agrees that the model
calculations used by Commission Stafffor Idaho Power Company are consistent with the Surrogate
Avoided Resource ("SAR") methodology approved by the Commission.
ln addition, Staff has incorporated updated federal and all state combined tax rates as provided by
Idaho Power. The Company believes the formulas in the SAR model accurately include these updated
tax rates.
