SUBJECT: IDAHO POWER'S APPLICATION FOR A DETERMINATION OF 2018
DEMAND-SIDE MANAGEMENT EXPENSES AS PRUDENTLY
INCURRED; CASE NO. IPC-E-I9-11.
On March 15,2019, Idaho Power Company ("ldaho Power") filed an Application
requesting the Commission find the utility's demand-side management ("DSM") expenses of
$40,712)64 for the year 2018 were prudently incurred. On April 8,2019, the Commission issued
a Notice of Application and Notice of Intervention Deadline setting a2l-day intervention deadline.
Order No. 34301. Idaho Conservation League and the City of Boise intervened.
Staff conferred with the parties in this case on scheduling and procedure. Staff reached
agreement with the parties that this case should be processed by modified procedure with a 90-day
comment period and a 28-day reply comment period. Furthermore, Staff and parties agreed that
all parties should be subject to a l4-day time limit to respond to discovery requests during the 28-
day reply comment period. The agreed-upon reply comment schedule came about because Idaho
Porver wanted to ensure that it would have sufficient time to conduct discovery before filing reply
comments.
STAFF RECOMMENDATION
Staff recommends this matter be processed by modified procedure with a 90-day
comment period and a 28-day reply comment deadline, with a l4-day time limit to respond to
discovery requests during the 28-day reply comment period, as agreed to by the parties.
