HomeMy WebLinkAbout20190523notice_of_modified_procedure_order_no_34338.pdfOffice of the Secretary Service Date May 23,2019 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION IN THE MATTER OF IDAHO POWER )CASE NO.IPC-E-19-11 COMPANY'S APPLICATION FOR A )DETERMINATION OF 2018 DEMAND-)NOTICE OF MODIFIED SIDE MANAGEMENT EXPENSES AS )PROCEDURE PRUDENTLY INCURRED ) )ORDER NO.34338 On March 15,2019,Idaho Power Company ("Company")applied for a Commission order finding that the utility'sdemand-side management ("DSM")expenses for the year 2018 were prudentlyincurred.The Company seeks to recover $40,712,164 in deferred costs for its DSM programs,which includes $33,560,433in Idaho Energy EfficiencyRider expenses,and $7,151,730 in demand response program incentives. After the Company filed its Application,the Commission issued a Notice of Application and Notice of Intervention that required interested persons to file any petitions to intervene by April 29,2019.See Order No.34301.Idaho Conservation League and the City of Boise filed the only petitions to intervene,and the Commission granted both petitions.See Order Nos.34306 and 34328.Pursuant to Order No.34301,Commission Staff informallyconferred with all parties about an appropriate schedule for the case.Commission Staff agreed with all parties that this case should be processed by Modified Procedure with a 90-day comment period and a 28-day reply comment period.Furthermore,Commission Staff and the parties agreed that all parties should be subject to a 14-day time limit to respond to discovery requests during the 28-day reply comment period. With this Order,the Commission provides notice that the case will be processed by Modified Procedure,and that written comments must be filed by the dates set forth below. NOTICE OF MODIFIED PROCEDURE YOU ARE HEREBY NOTIFIED that the Commission has reviewed the filing in this action,and has preliminarily determined that a formal hearing in this matter is unnecessary and will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission's Rules of Procedure,IDAPA 31.01.01.201 through .204.The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation.
