Comment: Re: ldaho Power's proposal to increase cost to recover cost if a customer energy use declines. Please do not
approve the 3.64 percent increase. ldaho Power has spent thousands of dollars on programs to educate the consumer
on using less electricity and reducing the monthly bill. I have upgraded energy saving appliances, use LED bulbs, etc. A
neighbor installed several solar panels at 5750 each. lt will take 12-14 years to pay back the investment. ldaho Power's
customer base is increasing by the hundreds every month with growth of population. lt is a personal choice to use less
electricity and save SS. The consumer should not have to pay Stg.Z mittion by being penalized for saving electricity.
