The Commission approved an FCA pilot for the Company in 2007 and approved the Company's request to convert the FCA to a permanent program for Residential and Small General Service customers in 2011.Order Nos.30267,32505.The FCA is designed to remove the financial disincentive for the Company to invest in demand side management resources and energy efficiencyactivities by decoupling energy sales from Company revenue. The Commission now issues this Notice of Application and Notice of Modified Procedure setting comment and reply deadlines. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that the currentlyauthorized FCA is $33,522,802.44 for the Residential class and $1,265,473.45 for the Small General Service class,which totals to $34,788.275.89.The current FCA deferral balance is $15,606,711. YOU ARE FURTHER NOTIFIED that the Company requests to increase FCA rates to 0.6598 cents per kWh for the Residential class and 0.8366 cents per kWh for the Small General Service class.If approved,the FCA rates would increase 3.64%from current billed revenue for the affected customer classes.The Companyrequests the Commission waive the discretionary 3% cap on annual FCA rate increases. YOU ARE FURTHER NOTIFIED that the Company requests the new rates and the updated Schedule take effect on June 1,2019 and remain in effect until May 31,2020. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code and specifically Idaho Code §§61-502 and 61-503. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000 et seq. NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determinedthat the public interest may not require a formal hearing in this matter,and that it will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Commission's Rules of Procedure,IDAPA 31.01.01.201 through .204.The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this Application may file a written comment in support or opposition with the Commission by no later than May 7,2019.The comment must contain a statement of reasons supporting the comment.Persons desiring a hearingmust specifically request a hearing in their written comments.
