On March 8,2019,Idaho Power Company ("Idaho Power"or "Company")filed an
Application for an order allowing it to increase its electric rates by .ll percent so the Company
can recover costs associated with the North Valmy Generating Station ("Valmy").The proposed
rate increase would take effect June 1,2019.
The Commission now issues this Notice of Application and Notice of Modified
Procedure setting comment and reply deadlines.

YOU ARE HEREBY NOTIFIED that in Case No.IPC-E-16-24 the Commission
directed the Company to pursue prudent and commercially reasonable efforts to end its
participation in operating Valmy Unit 1 by December 31,2019,and Valmy Unit 2 by December
31,2025.Order No.33771.
YOU ARE FURTHER NOTIFIED that with this Application,the Company requests
approval of the North Valmy Framework Agreement between NV Energy and Idaho Power dated
February 22,2019 ("Valmy Framework Agreement").The Valmy Framework Agreement
provides a contractual mechanism for Idaho Power to meet its obligations under Commission
Order No.33771.The Valmy Framework Agreement also clarifies the roles of the parties
regarding ongoing operation,retirement,and decommissioning of the plant.See Application at 5.
YOU ARE FURTHER NOTIFIED that the Company requests the Commission fmd all
actual Valmy investments throughDecember 31,2018 were prudentlyincurred.
YOU ARE FURTHER NOTIFIED that the Company requests the Commission allow
all investments at Valmy forecasted through December 31,2025 to be included in the levelized
revenue requirement mechanism established by Order No.33771.

YOU ARE FURTHER NOTIFIED that the Company requests permission to adjust
customer rates to recover the associated incremental annual levelized revenue requirement of $1.21
million,which equates to an overall rate increase of .ll percent.The Company requests an
effective date of June 1,2019.
YOU ARE FURTHER NOTIFIED that the Company requests the Application to be
processed by Modified Procedure.
YOU ARE FURTHER NOTIFIED that the Application is available for public
inspection during regular business hours at the Commission's office.These documents are also
available on the Commission's web site at www.puc.idaho.gov.Click on the "File Room"tab at
the top of the page,then select "Electric Cases"and click on the case number as shown on the
front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code,specifically Idaho
Code §§61-502,61-503,and 61-524.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000 et seq.

YOU ARE FURTHER NOTIFIED that the Commission has determinedthat the public
interest may not require a formal hearing in this matter,and that it will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Commission's Rules of Procedure,IDAPA
31.01.01.201 through .204.The Commission notes that Modified Procedure and written comments
have proven to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in supportor opposition with the Commission no
later than May 10,2019.The comment must contain a statement of reasons supporting the
comment.Persons desiring a hearing must specifically request a hearing in their written
comments.Written comments concerning this Application shall be mailed to the Commission and
the Company at the addresses reflected below:

IT IS HEREBY ORDERED that the Application of the Company be processed by
Modified Procedure,Rule 201-204 (IDAPA 31.01.01.201-.204).Persons interested in submitting
written comments must do so by no later than May 10,2019.The Company may file reply
comments by May 17,2019.
