The Renewable Energy Coalition submits these comments recommending that that the
Idaho Public Utilities Commission approve Idaho Power Company's ("Idaho Power")
Application seeking approval of an Energy Sales Agreement ("ESA") with Ravenscroft Hydro
for energy generated by the Malad River Hydro Project.
The Facility has been delivering energy to Idaho Power pursuant to an ESA dated
September 2,lglz,which expires April 30, 2019. The ESA contains published avoided cost
rates for non-seasonal hydro projects of l0 average megawatts or less, and capacity payments for
the entire term of the Agreement, which appropriately reflect that Malad River Hydro Project is a
firm resource and the new contract will be a firm contract eligible to receive capacity payments
in all years. The ESA also provides that the Net Energy Amount monthly adjustments be
reduced from one-month advanced notice to the 25m day of the month prior to the forecasted
month, consistent with the Company's application approved by the Commission in IPC-E-19-01.
