On May 9,2018,in Docket No.IPC-E-17-13,the Commission ordered Idaho Power
Company ("Idaho Power"or "Company")to "undertake a comprehensive customer fixed-cost
analysis to determine the proper methodology and 'spread'of fixed costs as they relate to the
Company's customers.The Company,with input from interested parties,shall outline the scope
of the study that should include exploring fixed-cost recovery in basic charges and other rate design
options."Order No.34046 at 23.
On October 19,2018,the Company filed a Petition to Initiate Docket requesting the
Commission initiate this docket "to facilitate stakeholder input on a comprehensive customer
fixed-cost analysis performed by the Company as envisioned by Order No.34046."Petition to
Initiate Docket at 3.
On November 9,2018,the Commission issued a Notice of Petition and Notice of
Intervention Deadline.Order No.34190.
Parties to this docket are the Company,Commission Staff,Idaho ConservationLeague,
Avista Corporation,NW Energy Coalition,Idahydro,Idaho IrrigationPumpers Association,Inc.,
Rocky Mountain Power,Vote Solar,City of Boise,Idaho Sierra Club,Idaho Clean Energy
Association,Industrial Customers of Idaho Power,and Russell Schiermeier.The parties met five
times to discuss the Company's study.
On September 30,2019,the Company submitted its Fixed-Cost Report and a Motion
to Accept Fixed-Cost Report.The Company requested the Commission accept its Fixed-Cost
Report to satisfy the Commission's directive in Order No.34046.

YOU ARE HEREBY NOTIFIED that the Commission has reviewed the filings and
has preliminarily determined that a formal hearing is unnecessary and that it will proceed under
Modified Procedure pursuant to Rules 201 through 204 of the Commission's Rules of Procedure,
IDAPA 31.01.01.201 through .204.The Commission notes that Modified Procedure and written
comments have been an effective way to obtain public input and participation.
YOU ARE FURTHER NOTIFIED that any person or party desiring to state a position
on the Fixed-Cost Report or the Motion to Accept Fixed-Cost Report may file a written comment
in support or opposition with the Commission by January 21,2020.The comment must contain
a statement of reasons supporting the comment.Persons desiring a hearing must specifically
request a hearing in their written comments.Written comments about this Application shall be
mailed to the Commission and the Applicant at the addresses reflected below:

within the time limit set,the Commission will consider this matter on its merits and enter its Order
without a formal hearing.If written comments are received within the time limit set,the
Commission will consider them and,in its discretion,may set the same for formal hearing.

IT IS HEREBY ORDERED that this case be processed by Modified Procedure.Persons
interested in submitting written comments regarding this case must do so by January 21,2020.
IT IS FURTHER ORDERED that the Company must file any reply comments by
February 20,2020.
