On October 19,2018,Idaho Power Company petitioned the Commission to initiate a
docket to facilitate stakeholder input on,and Idaho Power's subsequent filing of,a
comprehensive customer fixed-cost analysis,as required by Order No.34046 in Case No.IPC-E-
17-13.Order No.34046 required Idaho Power to "file a study with the Commission exploring
fixed-cost recovery in basic charges and other rate design options prior to its next general rate
case."Order No.34046 at 17 and 31.
With this Order the Commission notifies interested persons that the Company has
filed the Petition,sets deadlines by which interested persons may intervene,and initiates a
process to determine the procedural and substantive scope of the docket,proposed schedule,and
other matters.
NOTICE OF PETITION
YOU ARE HEREBY NOTIFIED that Idaho Power's Petition asks the Commission to
open a docket in order to facilitate analysis of fixed-cost recovery in basic charges and other rate
design options through "a comprehensive customer fixed-cost analysis to determine the proper
methodology and 'spread'of fixed costs as they relate to the Company's customer."Petition at 2
citing Order No.34046 at 23.In that Order,the Commission indicated that the scope of the
study should include input from interested parties and,therefore,an intervention period should
be established.Id.
YOU ARE FURTHER NOTIFIED that the Petition has been filed with the
Commission and is available for public inspection during regular business hours at the
Commission offices.The Petition is also available on the Commission's web site at

YOU ARE FURTHER NOTIFIED that the Cornmission has jurisdiction over this
matter under Title 61 of the Idaho Code.The Commission may enter any final order consistent
with its authorityunder Title 61.

YOU ARE FURTHER NOTIFIED that persons desiring to intervene in this matter
must file a Petition to Intervene with the Commission pursuant to this Commission's Rules of
Procedure 72 and 73,IDAPA 31.01.01.072 and -.073.Persons intending to participate in this
matter must file a Petition to Intervene no later than November 30,2018.Persons desiring to
present their views without parties'rights of participation and cross-examinationare not required
to intervene and may present their comments without prior notification to the Commission or the
parties.

YOU ARE FURTHER NOTIFIED that once the intervention deadline has passed,the
Commission Secretary will issue a Notice of Parties listing all parties to the case and assigning
exhibit numbers to each party in this proceeding.Commission Staff will then informally confer
with the parties about the procedural and substantive scope of the docket,proposed schedule,and
other matters.Staff will report back,by April 30,2019,to the Commission,and the
Commission will issue additional orders or notices setting further scope and procedure,including
a public hearing for customers.
YOU ARE FURTHER NOTIFIED that the Commission will conduct all proceedings
under the Commission's Rules of Procedure,IDAPA 31.01.01.000 et seq.
YOU ARE FURTHER NOTIFIED that all hearings and oral arguments in this matter
will be held in facilities meeting the accessibility requirements of the Americans with

Disabilities Act (ADA).Persons needing the help of a sign language interpreter or other
assistance in order to participate in or to understand testimony and argument at a public hearing

IT IS HEREBY ORDERED that persons desiring to intervene in this matter shall ii
a Petition to Intervene by November 30,2018.Once the deadline for Petitions to Intervene has
passed,the Commission Secretary shall prepare and issue a Notice of Parties.
