THIRD STAFF REPORT
BACKGROUND
On October 19,2018, Idaho Power Company petitioned the Commission to initiate a
docket to study the costs, benefits, and rate design related to on-site generation and net excess
energy provided as a resource to the Company, as required by Order No. 34046 in Case No.
IPC-E-17-13. Petition at 1; OrderNo. 34046 at31.
In Order No. 34189, the Commission directed Staff to confer with intervening parties
about the procedural and substantive scope ofthe docket, proposed schedule, and other matters.
Order 34189 at2. In Order No. 34274, the Commission fuither directed Staff to report back to
the Commission with a progress update by May 28,2019. Staff filed its progress report on May
28,2019 and consistent with its request in that update, hereby files a subsequent three month
report.
As a result of Order No. 34189, the parties in this matter have met for one pre-hearing
conference and seven settlement meetings. The intervening parties in this matter are the City of
Boise, Idaho Clean Energy Association, the Industrial Customers of Idaho Power, Idaho
Conservation League, IdaHydro, Idaho Irrigation Pumpers Association, Micron Technology,

STAFF REPORT
The settlement negotiations have been very productive over the last three months.
Multiple detailed proposals from several parties have been shared, discussed, and refined. Much
progress has been made on a range of difficult issues and Staff appreciates the commitment of all
parties to adjust their proposals in pursuit of the Commission directive to "diligently pursue an
outcome that would allow settlement." Order No.34274 at2.
Staff believes that the settlement negotiations are in their final phase and does not believe
another report in three months will be necessary.
