HomeMy WebLinkAbout20190308Decision Memo.pdfDECISION MEMORANDUM TO:COMMISSIONER KJELLANDER COMMISSIONER RAPER COMMISSIONER ANDERSON COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM:SEAN COSTELLO DEPUTY ATTORNEY GENERAL DATE: MARCH 6,2019 SUBJECT:IN THE MATTER OF THE APPLICATION OF IDAHO POWER COMPANY TO STUDY THE COSTS, BENEFITS, AND COMPENSATION OF NET EXCESS ENERGY SUPPLIED BY CUSTOMER ON-SITE GENERATION, CASE NO. IPC-E-I8-15. On February 28,2019, in order to comply with Order No. 34189, Staff filed a Staff Report ("Report") in Case No. IPC-E-18-15 ("On-Site Generation Docket"). See Order No. 34189 at 2. Staff states that the parties are working collaboratively toward establishing a reasonable and proper scope of study and underlying methodologies. Staff Report at L Toward that end, Staff, Idaho Power, and the intervening parties have met on four occasions for intensive sessions related to defining the procedural and substantive scope of studying and delineating the costs, benefits, and compensation of net excess energy supplied by customer on-site generatron. Id. To illustrate this process, Staff included a list of study items developed by the parties with its Report, labeled "Table l: Study Items and Implementation Issues." See Attachment 1 to Staff Report. Staff states that it is optimistic the collaborative approach thus far established will continue to lead toward settlement, as well as continue to allow significant progress to be made. Staff Report at2. In order to allow the parties to continue to work toward implementation of study items, in a collaborative atmosphere within the settlement meeting structure, Staff, with concurrence from Idaho Power and the intervening parties, asks the Commission to order them to IDECISION MEMORANDUM continue to pursue their current analytical and settlement tracks and report back in three months, on or about May 28, 2019. COMMISSION DECISION Does the Commission wish to order Staff to report back to it with another update in three (3) months, on or about May 28,2019? Any.thing else?
