Comment: "Recently the IPUC allowed IPCo to study and submit a lower rate for solar installations.
The Order sets in place a impediment to cities and counties who have set clean energy goals. Small
solar and other renewals to contribute to these small local governments reaching these clean energy
goals. I would implore the IPUC to reverse the recent IPCo Order allowing it to lower the retail rate
paid to small solar producers. This Order discourages the expansion of solar energy in Idaho on the
false premise non-solar customers subsidize solar customers and do not benefit. More solar adds to
more clean energy and increases the load supply for IPCo allowing the ability of IPCo to supply
Idaho's increasing population of residential, commercial, and industrial customers."
