This letter has nothing to do with the issues ofthis matter that is currently under your consideration-
It is about the effective date of your decision.
Please refer to the two enclosed monthly bar graphs that give you a visual record of the achral solar
kWh produced by my solar installation in 2018 and 2019.
They dearly show the winter seasonal months of November, December, January and February are and
will be net energy import months.
You know the conceptual intent of residential solar generation from the very first has been a net zero
electrical cost on an annual basis. lf the start of whatever new rate plan you approve is January 1, every
citizen in the state of ldaho with a solar installation will experience, underthe current policy, a net
unrefundable energy import charge for January and February.
Solution: I urge you to consider a start date of March 1.
