appears as simply a money making ploy into the future that could kill solar investments, which clearly are needed for the
health and future if this planet. I urge ldaho Power to reconsider their plan to indercut existing and future solar power
investors..

power cost off-set helps us to reduce our operating costs and keep rents lower for seniors on fixed incomes. Changing
rates now would result in higher rents for our residents at the existing communities and limit our ability to install similar
solar systems in the future.

Comment: ln regards to ldaho Power wanting to change rates for net - metering under their thou8hts we do not pay for
any maintenance. After contacting the IPCO office for a transfer of a business account and on the fist bill I asked what
was the 55.00 meter charge for and I was told everyone pay that and it is for help with line maintenance.
When IPCO is able to use power from our solar system they charge the customers 100% of their normal billing fees. We
do get a power credit of about 30% of the cost of the power we put back on their power grid.
IPCO has entered in to contracts or understandings of how much they will not pay back but credit my account.
Make them honor this agreement that they have in place as of the time of the contracts. lf they want to change the rate
structure going forward let them address the ldaho State PUC commission and let them try to build a new rate case for
the new Net-Metering customers.
Don't devalue my investment and the cost calculations I have set up a budget for pay-out over time.
Please have a grandfather clause for those of us that have already set up solar systems

Comment: My husband and I recently had solar panels added to our home. This was something we felt was a
responsible thing to do. We are both close to 70 and know that we will never recoup the investment we made but felt
like it was a good thing for the environment.
Now we have heard that ldaho power wants to wants to reduce the value of electricity produced by residential solar
systems. We feel that these proposed changes will be a deterrent to more residential customers adding solar to their
homes.
We thou8ht ldaho Power was on board for providing renewable energy. With this rate change it doesn't appear they
are. Solar energy is a great way to provide renewable energy and good jobs.
When the opportunity came up to install solar on our home we decided to invest. We did not come to this decision
lightly. We have never had large incomes and don't have a lot of disposable income.
These rate changes sound like they will add to our electric bill. lt doesn't seem fair to change the rules now. We are just
asking ldaho Power to keep things way they were when we decided to go solar. Please don't allow ldaho Power to
devalue our investment and the investment of so many other solar customers. Thank you.

Dear Commissioners,
Thank you for your service as commissioners. Having volunteered on state agencies in Washington State I understand
the important role the ldaho PUC plays in gathering and considering public input when making decisions that affect all
the public in ldaho.
l'm sorry that I was not able to participate in the public hearing on Dec 3 to make my comments and offer these for your
consideration in written form.
My wife and I moved to Boise earlier this year where my parents have just completed a new home for us to share
together. They are in their 90s and we all recognized their need for more care from family at home.
As part of this new home we worked with AltEnergy, lnc to design and build a 9.25kW roof mounted solar system to help
supplement the power needs for our family. We designed this system considering the Net Metering program available
from ldaho Power to meet our needs and if there was any extra we are happy to help our neighbors. We were also
pleased to work with a local company AltEnergy, lnc. We felt it important to invest in clean energy for our future, our
children and grandchildren.
We were reassured by ldaho Powe/s position on moving to 100% clean energy by 2045.

Not only is this goal meaningful to us, it's important to many of our customers, the communities we serve and the places
we call home."
Our concerns are many regarding the Settlement agreement that was filed with the IPC and which you are now
considering. We, my family, urge you not to accept this settlement.
Some of the reasons are:. Our system was purchased and engineered based on existing net metering policies that track production and
usage on a monthly basis.. There were no other existing net metering models for the design of PV systems, or other types of on-site
generation, at the time of this investment.. The adoption of hourly net metering as proposed by the settlement would completely alter how our existing
system pays back our investment. We would have designed something different had we used the proposed guidelines.. ln order to protect this investment and that of all existing net metering system owners, systems should be
grandfathered in along with the meter number attached to the residence and not only the account number of the client
currently residing there. A calculated, expected increase in home value was a major factor in ours and many other solar
investments.
ln addition, I urge you to have no net metering changes, or have settlement proposals take effect, until the
comprehensive study of the cost and benefits of on-site generation on ldaho Power's system, as was ordered by the PUC
in Order No. 34045 Case No. IPC-E-17-13, has been completed, analyzed, and those findings evaluated by the public,
PUC, and all parties with net metering Interests, as stated in that docket.
This year we have also invested in a new solar power system for our family home in Warren Vermont. Green Mountain
Power(GMP) and the state of Vermont have programs in placeto also reach clean energy goals. One example istheir
"Bring your own Device" program to encouraBe home owners to add batteries to store power generated by the solar
system. This energy is then made available to GMP to help meet peak energy loads. This enables them to avoid starting
up power plants to meet this demand often fueled by nature gas a know source of CO2 emissions. I mention this as an
example of more ldaho Power can do to help meet their goal of 100% clean energy by 2045.
This proposed settlement you are considering would discourage future residential investments in Solar power systems
That is a change in the wrong direction.

We do not want to see the value of credit that solar customers receive on their bill for the excess electricity decrease to
a rate roughly 50% lower than it is today.
The proposed rate changes will unacceptably slow down the adoption of clean energy in ldaho and will have a negative
impact on jobs and the economy.
IPC customers with solar power are helpinB ldaho Power achieve their goal of providing 100% renewable energy to all its
customers by 2045.
More than 4,000 ldaho families have already invested in rooftop solar; this will negatively impact their financial
situation, costing them thousands on their electricity bills. lt's not fair to have the rules changed on them after they've
made a substantial investment in solar power.
Thousands more ldahoans would like to be solar powered and this will make that transition more difficult. We ask that
the IPUC keep our economy strong by bringing solar jobs and regulatinB ldaho Power to move in the direction of their
100% renewable commitment.

customers will not accept net metering changes without producing an objective, third-party study
"to comprehensively study the costs and benefits ofon site-genemtion on Idaho Power's systern,

for net excess energy as a resource to the Company."
An objective study and open publication ofthat study is the only way to enact this legislation
with any degree ofcompetency and integrity. We cannot argue the validity of rate changes
without evidence that these changes are necessary.

Solar is better for the environment. I want to help the environment. But, it is wrong of ldaho Power to abuse the

Comment: I am greatly disturbed by the possible changes to the solar net-metering program ! We recently installed solar
panels on our home and our decision to make this green investment was based on the facts at the time and we satisfied
all of the necessary requirements by ldaho Power. we relied on ldaho Powe/s promise of fair compensation for any
excess energy we generate in choosing to go solar, in desi8nin8 our system to provide meaningful offset to our power
bill and in deciding tomato the investment in the high up-front costs going solar.
Please uphold the original program that was agreed upon by ldaho Power and solar customers. We expect a fair deal. lt
is not fair to change the rules after the fact. Changing this will cost us money out of our pocket that we did not anticipate
when we made our investment. Maintaining existing utility rates and terms for existing customers is a very common
practice for other utilities in the region making similar changes - it's reasonable to expect the same for ldahoan.Any
request for a change to the net-metering program must be proceeded by a cost/benefit study performed by a neutral
third-party to inform the Commission of the true costs and benefits of solar interconnection and to promote the growth
of on-site power generation.
Should the Commission adopt the Proposal as-written and decide not to grandfather-in existing net-metering customers,
thousands of residential solar energy producers will lose their investment, the expansion of residential solar in ldaho will
end. we need to ENCOURAGE green energy options such as solar and not penalize people who have made significant
investments towards that goal!l

Please REJECT the dismantling of the net-meterin8 program ! lt is our belief that goinS solar HELPS ldaho Power by
requiring less infrastructure on their part. lt is our expectation that they honor the system in place when we made our
decision to invest in solar. We are not expecting ldaho Power to purchase our extra energy that we generate, but we do
expect to earn credits from the extra energy we Benerate to be used down the road if we need to use it. That was the
arrangement when we made our investment. lt is not fair to change the plan after the fact. We need to encourage
people to invest in green energy options, not attack them.

Comment: PLEASE STOP IDAHO POWER and do not allow them to change the current net metering program. We
invested over 530,000.00 in September 2018 and will not be able to see any return if the programs. We agree with all
the Blue Raven Solar comments and do not want to be forced by ldaho Power to give up the incentives for our
investment. PLEASE STOP IDAHO POWER from making penalizing changes to existing home owners who are on the Solar

Comment: l'm writing to oppose the proposed rule change regarding net metering for solar energy consumers.
I am a strong believer in a transition to clean energy and hope that state regulatory agencies will do everything in their
power to incentivize the expansion of clean energy in ldaho. Net metering is a powerful incentive for ldaho
homeowners. The proposal currently being considered will decrease the rate solar customers receive for putting excess
clean energy into the grid by roughly 50%; not only would this undercut an important incentive for expanding clean
energy in the state, but to make this change now would be unfair to the ldaho families and businesses that have already
made substantial investments in solar power based upon the current rates.
lam not currently a homeowner, but I hope to be someday. When the time comes that I am able to be a homeowner I
hope to invest in solar power myself because it is important to me to live my values. Net metering is a way of reducing
financial barriers for people like myself who want greater energy independence for ldaho's families and communities.
Please allow existing solar customers to remain on the current net metering program, and ensure that whatever
programs are put in place going forward maintain the financial incentives that will empower more ldahoans to
contribute to ldaho's clean energy future.
