On August 15 of this year my wife and I went live with a 38 panel solar installation on our home on South Oakhurst Way, about four miles due south of here. Since then we have generated iust over 5,800 kwh of electricity and delivered approximately 1,900 kwh back to the grid. This installation was, for us, a major investment intended to provide somewhere in excess of 90% of our total annual electricity utilization. That said, I understand ldaho Power's need to maintain a viable business model. And any significant reliance on on-site generated power will present issues in their ability to manage the flow of electricity through the grid. The key concept here is 'significant reliance.' And one of the most important questions before the public utilities commission is the extent to which ldaho Power is significantly reliant on on-site generated power. Apparently ldaho Power feels that on-site generated power installations are approachinB the point where they are beginninB to have an impact on power management processes. Therefore I request that if you deem it necessary to accede to ldaho Powe/s request to alter the reimbursement rate structure for on-site generated power, you provide for grandfathering the rates for existing power generating customers. As an alternative...l live in what might be termed a reasonably conservative neighborhood. And discussions about our solar installation have sometimes included the comment that ldaho Power is, in effect, buying power from us at retail rates. Therefore what ldaho Power is attempting to do with this request is to change the basis so that they are paying us wholesale rates for the power we sell them. My response is that this is true. However ldaho Power never actually pays us for the power we sell them. They give us credits that can accumulate until we use them but ldaho Power will never actually write us a check for the excess power we generate. So, I offer this proposal for you consideration. lf it is your determination that ldaho Power should be able to enter into (or to modify existing) business relationships by which they pay "wholesale prices" for customer- generated power, those business relationships should include actual exchanges of money. ln those months when we use more power than we generate we currently make payments based on our power bill. ln those months when we generate more power than we use, ldaho Power would send us a check for the power they have purchased from us. ll Mars aa 119 S Oakhurst Way Boise lD 83709 (208)484-6316 December 3, 2019 Obviously, the cost/benefit analysis we very carefully performed before embarking on this project was based on credits provided by ldaho Power at the then existing rates. ldaho Power now seeks to change the reimbursement rate structure for the power we deliver to the grid. Had we performed our calculations based on assumptions of a reduced reimbursement rate we would have come to a much different conclusion about the feasibility of the installation. Plainly put, what ldaho Power is proposing will make any sort of significant move to on-site generation in its market economically unfeasible. ln your work to assess the significance of ldaho Powe/s current and projected reliance on on-site power generation, and its impact on ldaho Power's business plan I hope that you will also keep in mind that those of us who invested in individual solar projects entered into a business relationship with ldaho Power based on terms agreed to at the time of our installations. As ldaho Power has pointed out this relationship is not based on a contract. However changing those terms after the fact dishonors the basis of that relataonship. Meridian, lO 83642 Dear 5irs, This letter is in response to the notice that was received from ldaho Power regarding the above referenced Case and Settlement Agreement. Earlier this year my wife and I made a substantial investment to our property by installing a solar system. ln the determination to make this investment one of the primary factors was the Net Meterin8 Program offered and agreed to by ldaho Power. The changes listed in this Settlement Agreement will adversely affect this investment and if these adjustments were in effect at that time we may have not made this improvement/investment to our property. lt is extremely concerning that within months of entering our Net Metering Agreement that the agreement becomes null and void without compensable consideration. My wife and I are asking this commission to allow those of us who are already enrolled in the Net MeterinB Program to be grandfathered to the terms in that agreement. lf changes are to be made it should be for new customers who will be able to make informed decisions on making an investment in Solar or not. I had system installed about 3 years ago with the understanding that it would pay for itself in about 13 years. I would not have installed my system had I known that Idaho Power was going to propose such a radical change in owner compensation. I wanted to do my part to help the environment but with the proposed rate structure I fear that it will virtually kill future roof top solar installations. Idaho Power says they want have l00o/o renewable energ5r by 2045 but this proposal will only hurt that goal. I would ask that the IPUC consider several modifications to Idaho Powers proposal: 1. Grandfather in those customers that currently have a solar system to the current net metering arrangement. I view this as a bait and switch scheme by Idaho Power. Get homeowners to pay big bucks to install a clean energy system with a reasonable payback and then switch the compensation scheme so that payback is not feasible. 2. lf it is not possible to grandfather in current solar system owners then postpone the eight year period proposed by Idaho Power to decrease compensation to something like 20 years. This will allow current solar system owners time to recoup more of their investment and make it more fair to them. 3. Raise the 4.4 cent per KWh proposed by Idaho Power so that it would not be so devastating to the future of roof top solar.
