Although the rates won't directly affect the utility rates I personally pay as a Rocky Mountain Power Customer, I believe it will still have a great effect on me and my family. Working at a solar company, a dramatic change like this would inevitably influence the vitality and momentum of the solar industry, directly impacting the stability of my employment. As the sole income generator in my home, I take this very seriously. Change in the conversion of solar credits, will reduce the financial return on the investment of solar. A large portion of the areas we service will be affected by this credit alteration, thus causing entire areas-those serviced by ldaho Power- to reap fewer benefits from the switch to solar energy. By truncating the industry in this way, this proposal anhibits company growth and places an unanticipated cap on our ability to help our neighbors enjoy better living and greater savings. I feel that this move toward altering the credit conversion is heavily motivated by the utility company's fear of losing customers to what I believe is a much more eco-friendly and stable form of energy. lt seems unjustified to penalize those who choose to move toward energy independence, greater financial savings, and environmental stewardship. I expect that this proposal be heavily revised, if not rejected, for the sake of ldaho Power Customers, myself and my co- workers. Now we have to travel all the way up into Rocky Mountain Power area in order to sit with customers that we know the future of net metering. I don't know what the future of my branch will be with the aggressive email that is being sent to all customers and l've worked incredibly hard to get here, and so this will affect my life and my livelihood extensively. My concern is with the new rate changes for reimbursement from a Net Zero to a return of 8.7 cents/kilowatt hour down to 4.4 cents/kilowatt hour will not continue my Net Zero. When I say Net zero I am still paying a S5.2o/month connection fee to be connected to the grid. Here are my concerns: 1) Will the current customers on the Net Zero program with ldaho Power have a permanent grandfather clause so that no rate changes occur? 2) I bought my solar panels to have a fixed cost for electricity as lam nearing retirement and will have a fixed budget. How does ldaho Power propose that I can budget or plan for retirement if I have to worry about ever increasing costs when my retirement income will be fixed? What ldo not see from ldaho Power other than another rate hike is information specifically showing why my free power to ldaho Power cannot be kept at the current Net Zero rate: 1) The power generation helps offset ldaho Power's purchase of power during peak hours specifically during the summer when air-conditioners are running. 2) lf more people elect to place solar on their houses what are the net affects? i.e. cost of ldaho Power not having to building more generation plants or buying power from the open market. 3) lf there is too much power on the grid because of the individ ual generation why is it that ldaho Power cannot sell this excess on the open market? I am pretty sure ldaho Power can predict any excess power generation based on the current weather conditions. 4) Why doesn't ldaho Power create power storage facilities if there is excess power generation? I would imagine this would have less environmental impact than building power generatinB facilities. What are these costs compared to building power generating facilities? What is the true fixed costs of the power grid. 5) ldaho Power should encourage individual power generation because solar and wind are green sources and are bouBht and maintalned by the individual homeowner (no expense to ldaho Power for either the power Beneration equipment or the electricity generated). Any feedback and schedules for meetings on this issue within Canyon County would be greatly appreciated. I paid for the system and its' installation in cash, at the cost of approximately 527,000. lf some form of grandfather arrangement is possible to shield me from the losses I would suffer under the settlement agreement I strongly urge that a customer like me be grandfathered so that the promised aBreement of solar powered electricity sent to ldaho Power be remunerated at the full retail cost level. I am willing to share my concerns directly if some manner of communication between members of the IPUC and myself can be put in place. Unique ldentifier: L64.765.206.42 1 lf I understand the letter I recently received from ldaho Power (concerning a settlement agreement regarding changes to the compensation schedule for residential and small general service contractors who generate power on their own site) the proposal might result in the compensation I currently receive for on-site generated power being more than halved ultimately. lf I had known such a settlement was pending I would have objected to it in the strongest terms. I was unaware that such talks were underway and that an understanding of my expectations was subiect to a ne8ative change. I write you now to ask you to consider that such a compensation settlement is the equivalent of unlawful seizure of financial gain reasonably anticipated by an ldaho Power customer.
