Comment: I find ldaho Powers attempt to lower the rate it pays home solar providers to be criminal. WE told you the
commission this Winter that this was the intent of ldaho Power. They denied this. Each of us is providing ldaho Power
with additional power generating power at no cost to the company. We expect ldaho Power to treat net metering
customers fairly. lf ldaho Power believes in their commitment to clean energy they should help, not hobble, ldaho's
clean energy future.

Comment: I am commenting regarding proposed changes to ldaho Power's net metering program. This program should
be maintained so customers with onsite generation are credited the full retail rate and are not charged additional fixed
fees above other retail customers. According to data collected from my own solar PV system more than 55% of onsite
production occurs during peak energy hours, thus helping offset some of ldaho Power's most expensive generation. This
number would likely be even higher for West and Southwest facing arrays meaning onsite solar PV generation has
ancillary benefits in reducing peak power prices for all consumers. Keep net metering intact.

is not fair or right.
ldaho Power says it is committed to clean energy but potential actions like this cause me to wonder.

Comment: I have installed a roof-top solar system at my personal residence. I request that the Public utilities
commission consider all aspects of this issue, especially climate change when making their decision. Any action taken
should not discourage additional investment in Renewable energy sources- wind or solar. Reducing the reimbursement
rate (net metering) to solar customers would have this effect. ldaho Power has recently stated that they intend to
generate all power from renewables in the future. They should stand by this commitment and encourage additional
private solar installations.

Comment: While I do not have solar panels, I fully support those that do so.
I am strongly opposed to the way those with solar panels are treated by ldaho Power Co. which is grossly unfair.
My family and neighbors expect ldaho Power to treat net metering customers fairly.

Comment: Recent Times News opinion was slamming ldaho Power for requesting a decrease in the amount paid to net
metering customers with solar. Why should the net metering customers be paid what they would be charged if they
utilized the power from the grid. The infrastructure is paid for and maintained by customers utilizing power from the
grid 24-7. The net metering customers are riding along at a break if the payment continues as it is currently. I am
absolutely of the opinion that if a solar array is desired they should have battery storage and not net metering.

Comment: I feel strongly that net metering should continue to help encourage the solar ization of power generation at
the consumer level. Net metering on a one-to-one basis should continue because realistically with the solar panels on
my roof generating surplus power is going to the houses east and west of me who do not have solar power to help run
their air conditioning in the summer and heating in the winter. There is no additional infrastructure required of ldaho
Power to deliver this power to my neighbors. This also helps reduce peak demand load as the air conditioning
requirements will be high when solar power is being generated on residential rooftops.

Comment: I currently am on the net metering. I am able to supply my home with solar energy when it is available and
can reduce the amount of energy from other sources by 600/o. This makes more energy available to others and helps
keep the need to purchase out of state power. Being a Veteran and a Senior I am on a fixed income and work hard to
keep my budget on target. Any increases in use rates will have a negative impact on my quality of life. I have never and
will never accept welfare as long as live. Please help me to keep moving forward using my own resources. I am sure
there are many others like myself that are also doing their best to be self-supporting and not a burden on society.

Comment: I urge you not to let ldaho Power to reduce the rate it credits to Net Metering customers. lf anything, ldaho
Power should allow any extra credits from net metering customers to be donated to those customers who risk losing
thier power due to deliquent bills.
On average, I am producing more power than we use. We are building a credit balance and I don't want that rate of
credits given to change. This is just not fair and certainly not the right thing to do.
Many of us have invested quite a bit of money in our energy systems and are giving power back to ldaho Power for not
charge at this point. To change the rate of credits is not justified.

credited at the current rates. lf I buy an economical vehicle I don't pay higher gas prices. We are willing to pay various
