by Customer On-Site Generation - File Transfer Protocol Site for Discovery
Dear Ms. Hanian
Rule of Procedure ("RP') 63 (IDAPA 31.01.01.063.03) requires that "the service of
discovery documents on parties shall be accomplished by electronic mail (as attachments
to e-mail)." When documents are too voluminous for e-mail, ldaho Power Company
("ldaho Powe/') has served such discovery on CD through U.S. Mail. However, fewer
parties have ready access to computers, laptops, or tablets with CD drives as technology
evolves.
ldaho Power proposed, and the parties have agreed, to use a file transfer protocol
("FTP") site forthe discovery process in the above matter. ldaho Powerwill create the FTP
site that will allow all parties to post and access non-confidential information via a unique
user identification for each entity. Confidential information will also be uploaded to the FTP
site; ldaho Power will grant access to the confidential information following the party's
execution of the protective agreement.
Pursuant to RP 61, parties wil! continue to file with the ldaho Public Utilities
Commission ("Commission") an original and three hard copies of the discovery response
along with one CD for any electronic attachments. The party posting documents to the
FTP site will notify the individuals listed on the Notice of Parties via e-mai! that its
documents have been uploaded. The parties will serve all other documents in this matter
on each other electronically as attachments to e-mails.

Assuming you have no objection to this method of transmitting, filing, and serving
case documents, ldaho Power respectfully requests that the Commission liberally construe
RP 63, as permitted by RP 13, to accommodate the parties' use of an FTP site for
discovery (and amend the Notice of Parties if necessary).
