IPC-E-18-15 IDAHO POWER COMPANY'S PETITION TO INITIATE DOCKET COMES NOW, ldaho Power Company ("ldaho Power" or "Comp?ny"), and hereby petitions the ldaho Public Utilities Commission ("Commission") under Procedural Rule 53.03 to initiate a docket "to comprehensively study the costs and benefits of on- site generation on ldaho Power's system, as well as proper rates and rate design, transitional rates, and related issues of compensation for net excess energy provided as a resource to the Company" as envisioned by Order No. 34046. This Petition is based on the following: IDAHO POWER COMPANY'S PETITION TO INITIATE DOCKET - 1 ) ) ) ) ) ) 1. On May 9,2018, the Commission issued Order No. 34046 in response to ldaho Power's Application for Authority to Establish New Schedules for Residential and Small General Service Customers with On-Site Generation in Case No. IPC-E-17-13. Page 31 contained the following language: lT IS FURTHER ORDERED that ldaho Power shall initiate a docket to comprehensively study the costs and benefits of on-site generation on ldaho Power's system, as well as proper rates and rate design, transitional rates, and related issues of compensation for net excess energy provided as a resource to the Company. 2. On page 23 of Order No. 34046, the Commission envisioned that once a docket was initiated, the parties will "meet in an effort to agree on the scope of proper procedural and substantive elements of the on-site generation docket, for approval by this Commission. A deadline will be established in the notice of application in that matter." 3. The Commission also indicated that "the docket should include all net- metering interests, not only solar on-site generation, and focus on ldaho Power's systems, costs, benefits, resources, and tariffs." Order No. 34046 at 23. To that end, ldaho Power has served a copy of this Petition upon the Third Amended Notice of Parties issued by the Commission on January 17,2018, in Case No. IPC-E-17-13. II.
