On October 15,2018,Idaho Power Company ("Company")filed an Application
seeking approval or rejection of an Energy Sales Agreement ("ESA")signed by the Company and
Scott and Rick Kaster for the Box Canyon Hydro Project ("Box Canyon"or "Project").The
Project is a qualifying facility ("QF")under the Public Utility Regulatory Policies Act of 1978
("PURPA").Box Canyon is a 300 kilowatt ("kW")nameplate capacity hydroelectric facility near
Buhl,Idaho.Application at 4.The Project currently delivers energy to the Company under an
ESA dated October 7,1983.Id The ESA expires on February l l,2019.Id.The Company
requests the Application be processed before the ESA expires.Id The Company requests the
Application be processed by Modified Procedure.Id at 5.
The Commission now issues this Notice of Application and Notice of Modified
Procedure setting comment and reply deadlines.

YOU ARE HEREBY NOTIFIED that under the proposed ESA,the Company would
purchase electric energy generated by the Box Canyon Hydro Project at published non-levelized
non-seasonal hydroelectric avoided cost rates as set by Order No.34062 for a 20-year term.Id at
3-4.
YOU ARE FURTHER NOTIFIED that the facility has been selling electricity to the
Company in accordance with a Schedule 86 Uniform Agreement dated October 7,1983.Id
YOU ARE FURTHER NOTIFIED that the proposed ESA contains capacity payments
for the entire term of the Agreement because it is a replacement ESA.Id.at 2.

YOU ARE FURTHER NOTIFIED that the Company requests the Application to be
processed by Modified Procedure.Id.at 5.
YOU ARE FURTHER NOTIFIED that the Company requests the Commission issue
an Order accepting or rejecting the ESA and,if accepted,declaring all payments for purchases of
energy under the ESA be allowed as prudently incurred expenses for ratemaking purposes.Id.at
6.
YOU ARE FURTHER NOTIFIED that the Application is available for public
inspection during regular business hours at the Commission offices.These documents are also
available on the Commission's web site at Click on the "File Room"tab at
the top of the page,then select "Electric Cases"and click on the case number as shown on the
front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code and specifically Idaho
Code §§61-502 and 61-503.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000 et seq.

YOU ARE FURTHER NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter,and that it will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Commission's Rules of Procedure,IDAPA
31.01.01.201 through .204.The Commission notes that Modified Procedure and written comments
have proven to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission by no
later than November 21,2018.The comment must contain a statement of reasons supporting the
comment.Persons desiring a hearing must specifically request a hearing in their written comments.
Written comments concerning this Application shall be mailed to the Commission and the
Company at the addresses reflected below:
