HomeMy WebLinkAbout20180413Decision Memo.pdfDECISION MEMORANDUM TO COMMISSIONER KJELLANDER COMMISSIONER RAPER COMMISSIONER ANDERSON COMMISSION SECRETARY COMMISSION STAFF FROM:EDITH PACILLO DEPUTY ATTORNEY GENERAL DATE: APRIL 9,2018 SUBJECT: IDAHO POWER'S APPLICATION FOR A DETERMINATION OF 2017 DEMAND-SIDE MANAGEMENT EXPENSES AS PRUDENTLY INCURRED; CASE NO. IPC-E-18-03. On March 15,2018, Idaho Pow'er Company (the "Company") applied for a Commission order finding that the utility's demand-side management (DSM) expenses for the year 2017 was prudently incurred. More specifically, Idaho Power asks the Commission to designate$44,145,316 in defened costs for seven DSM programs, which includes 537,162,002 in Idaho Energy Efficiency Rider expenses, and $6,983,314 in demand response program incentives, as prudently incurred DSM expenses. "DSM" generally refers to utility activities and programs that encourage customers (i.e., on the 'odemand-side" as opposed to the "generation side") to use less overall energy or use less energy during peak usage hours. The Application summarizes idaho Power's 2017 DSM program performance, expenses and adjustments, cost-effectiveness and evaluations of the program, and input from stakeholders. The Company asked that the Application be processed by Modified Procedure. STAFF RECOMMENDATION Staff recommends that the case be processed by Modified Procedure with a July lg, 2018 comment deadline, and an August 2, 2018 reply deadline. Staff further recommends that the Commission set a deadline of 21 days from the service date of its Order for petitions to intervene in the matter.
