On November 14,2017,Idaho Power Company applied to the Commission for an
Order authorizing the Company to establish an interim method of recovery of costs associated
with participation in the Western Energy Imbalance Market (EIM)through a temporary rate
component in Tariff Schedule 55,the Power Cost Adjustment.Application at 1.The Company
requested that the Application be processed by Modified Procedure and that a final order be
issued on the request by March 31,2018.Id.at 6.Previously,the Commission set a December
13,2017,intervention deadline.Order 33938.No intervenors appeared.
By way of background,in Case No.IPC-E-16-19,the Commission determined that
the Company's EIM participation "would provide an opportunity for benefits greater than costs"
and thus the possibility of a net benefit to customers.Id at 9.The Commission also allowed the
Company to track its incremental operations and maintenance (O&M)expenses incurred by
joining the EIM in a deferral account with a ten-year amortization period.Id.at l1.The
Company now seeks approval of an interim method of recovery of those expenses.

YOU ARE HEREBY NOTIFIED that the Commission has reviewed the filing in this
action,and has preliminarily determined that a formal hearing in this matter is unnecessary and
will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Idaho Public
Utilities Commission's Rules of Procedure,IDAPA 31.01.01.201 through .204.The
Commission notes that Modified Procedure and written comments have proven to be an effective
means for obtaining public input and participation.

position on this Application may file a written comment in support or opposition with the
