SUBJECT:IN THE MATTER OF THE APPLICATION OF IDAHO POWER
COMPANY FOR AUTHORITY TO ESTABLISH NEW SCHEDULES FOR
RESIDENTIAL AND SMALL GENERAL SERVICE CUSTOMERS WITH
ON-SITE GENERATION, CASE NO. IPC-8.I7.I3.
ln this memo. Staff recommends that the Commission adopt an agreed-upon schedule
for the case, and suspend the proposed effective date according to ldaho Code $ 6l-622(4) and
IDAPA 31.01.01.123 (Rule 123).
On July 27, 2017, Idaho Power Company ("Company") applied to the Commission
for authority to establish new schedules for residential and small general service customers
("R&SGS") with on-site generation. Thc Company rcquested a Deccmbcr 31,2017. eff'cctivc
date and prehearing conference. The Conrmission subsequently issr.red a Notice of Applrcation
and Notice of lntervention Deadline. Sec Order No. 33843. The Commissiur also directed the
Company, Staff, and intervening parties to infonnally confer about a proposed schedule. See id.l

With this proposed schedule, the parties seek to enable the Conrmission to enter a
final Order by April 1,2018. As the proposed schedule contemplates proceedings beyond the
Company's proposed effective date of December 31,2017, if the Commission adopts this
sclredule. the Commission should also suspend the proposed efl'ective date under ldaho Code $
61-622(4) (allowing the Comrnission to suspend proposed effective date for 30 days plus 5
months).
STAFF RECOMMENDATION
Staff recommends that the Commission issue a scheduling Order that adopts the
parties'proposed schedule and suspend the Company's proposed effective date of December 31,
2017, for a period of 30 days plus 5 months, unless the Commission issues an earlier Order
accepting, rejecting, or modifying Idaho Power's filing. See id.
Per standard practice, Staff recommends that the Commission Order also direct Staff
to convene customer workshops in the Company's service territory (with the workshop date(s)
left to Staffs discretion based on its staffing requirements), and note that the Commission will
schedule public hearings for customers at a later date.
COMMISSION DECISION
Does the Commission wish to issue a scheduling Order that adopts the parties'
proposed schedule, suspend the proposed eft'ective date for 30 days plus 5 months (absent an
earlier Order stating otherwise), directs Staff to convene workshops for customers, and notes that
public hearings for customers will be scheduled at a later date?
