Since lawmakers have made it ILLEGAL to be off grid,if this ratio changeswe will be ROBBED every month of our excess production. I see two possible outcomes to this change.Solar companies will develop a system add-on to existing systems to "shut down panels"in order to not have excess power fed back to the system.ID Power will not be allowed to free-load off the solar systems that families spend their own money to purchase. The second outcome is that families will no longer purchase large systems so they won't ever overproduce.This will ultimately affect the overall supply of electricity for the area and keep rates high for customers. My question is:Why is ID Power allowed to keep rates artificiallyhigh at the expense of families and small businesses? I recently installed an 8.4K system on my commercial bldg.in Ketchum.The bldg.is net zero with the potential added production to drive an EV 10K miles annually.We need to encourage this kind of energy production to lessen the effects greenhouse gases will play on climate.I regret I will not be driving to Boise to present my opinion in person.I would greatly appreciate your consideration of this very critical issue. After my last sales pitch by a local solar company it was clear that they only care about the sale and have no regard for treating Idaho power as a giant battery that solar customers pay $5 a month to utilize.I'm the customer that will be harmed by these solar panel owners require Idaho power to act as a battery with no renumeration for being a giant batteryfor $5 a month.It's time for the puc to treat all customers fairly,not just the upper middle class and wealthy that can afford solar. Where are the full and open studies of the above yet unquantified benefits?If more renewable energy were available,is it conceivable IPCO might unburden itself from its partial ownership in the Jim Bridger Plant with all of its unquantified environmental liabilities?Free energy from small solar power producers provides flexibility and an unlimited rate of return to IPCO.The Commission should look at IPCO's avoided costs provided by the renewable energy producers.The Commission should not allow IPCO to only focus on the small,narrowly defined dataset it vaguely alludes to as adding to its overall embedded rate costs. Surely a sound cost-benefit analysis is in order before increasing costs to those who are reducing their burden on Idaho Power by generating power on-site.It would make as much sense to charge people more who reduce their use through insulation,use of led lights,and energy star appliances.It is backwardsthinking in either case. If Idaho Power claims they have excess power generation and don't need additional power production,why do they offer a program credit to customers who allow Idaho Power the abilityto shut down HVAC systems use at peak demand times?I am part of this program and I think it's approximately $5 to $7 a month. My investment in solar power is an attempt to produce 50%of my needs.It is also my desire to eliminate the need for additionalor current dams that have decimated the runs of salmon.If hundreds of millions were not spent by the utilities to keep these runs alive,the salmon would be extinct. It's ironic that Idaho Power is concerned about a very small industry like solar,when I would bet the expense they have in maintaining the salmon runs,thus the justificationfor dams,has more affect on the power rates than any surcharge they want to tax to the solar industry.
