The Idaho PUC staff looked at Idaho Powers documents and found no reason to segregate solar customers.Instead,I ask
the PUC to direct Idaho Power to consider the full range of costs and benefits that arise when customers avoid utility
power and meet their own needs with local clean energy.
Because I cant choose my utility,I rely on the PUC to ensure fair programs.Please maintain the current net metering
program.

Power would need to make this change.It seems like a way to make money off people who would like solar on their

Comment:In the spring of 2017,I purchased from Auric Solarand had installed an 8-panel solar system.Idaho Power
came to my residence at 24 Cedar Lane,Garden Valley,Idaho and approved my system for net-metering.
In December of 2017,I received a letter from Idaho Power explaining upcoming changes in 2018.The letter which I did
not retain because it was favorable to me stated:If my solar system was installed prior to 2018 I would be
"grandfathered"in with regard to net metering from 2017.I took this and face value and trusted Idaho Power.Now they
seem to be doing a bait and switch with old and new net metering rules.I will be contacting Auric Solar and Idaho Power

This sends absolutely the wrong message to the public and is a policy that will undermine innovations that are helpful to

If I can find another source of electricity,which is less expensive than the monopoly provides why should I be punished?Why should I pay for that which I am not receiving?
The idea projects out further to charge a rate as if I were using incandescent lights because I use LED to conserve.
The projected growth of the Treasure Valley outstrips generation capacity.This begs for solar to aid in closing the gapbetweenneedandgeneratedpowerwhichisonthenearhorizon.
This measure will serve only to add to the burden Idaho Power faces and cost those who use less to pay more.Toknuckleundertothemonopolywillsubvertthefreeeconomymodelweliveunderandstifleinnovation.
The phone industry grip on market share is based on providing a better solution of the need than other companies.WhyisIdahoPoweranydifferent?This measure will place the burden of power squarely on the little guy where it should notbe.
If passed,everyone,except the power companies will lose.

Comment:I just activated my solar panel system this month which we signed for last November.It is a large system
which should provide 100%offset on an annual basis.One of the major factors in our decision was the 1:1 credit ratio.
Since lawmakers have made it ILLEGAL to be off grid,if this ratio changeswe will be ROBBED every month of our excess
production.
I see two possible outcomes to this change.Solar companies will develop a system add-on to existing systems to "shut
down panels"in order to not have excess power fed back to the system.ID Power will not be allowed to free-load off
the solar systems that families spend their own money to purchase.
The second outcome is that families will no longer purchase large systems so they won't ever overproduce.This will
ultimately affect the overall supply of electricity for the area and keep rates high for customers.
My question is:Why is ID Power allowed to keep rates artificiallyhigh at the expense of families and small businesses?

Comment:I oppose this rule change requested by Idaho power.The cost of maintaining the power distribution networkisfixedintothebillingandisproportionaltotheamountofpoweracustomeruses.If I have the ability to feed powerbackintothesystem,those costs should actually decrease for the utility.Otherwise,if I choose to only burn a 60 wattlightasmypowerconsumption,does that mean that there is a wealth transfer taking place because I don't use muchpower?The wealth transfer takes place at the federal and state levels when subsidies are rewarded to people andespeciallyUTIUTIESthatinstallrenewableenergysystems.This is because the new systems are not economicallyfeasibletotheaveragehomeowner,and this is largely due to the fact that as long as there is federal and state money tobehad,no manufacturer/installer is going to tryand bring the price lower.This proposed rule change appears to benothingmorethananattemptbytheutilitycompaniestorecoversomeofthemoneythattheyarelosingtopeopleinstallingtheirownsystems.I agree that the application of incentives for renewable power is broken,and probablycorrupt,but this rule change would make it even more so.

Comment:Penalizingnet metering customers who generate energy from renewable sources is the wrong thing to do.
Promoting the use of residential solar power generation helps reduce the need for costly non renewable power
generation.It also reduces the costs of dealing with the health issues and clean up issues that pollutionfrom non
renewable energy generation causes.In fairness,net metering users present a much lower load to the existing grid and
should not be expected to pay a higher rate than other users.Please do not unfairly punish and deter net metering
users.

I recently installed an 8.4K system on my commercial bldg.in Ketchum.The bldg.is net zero with the potential added
production to drive an EV 10K miles annually.We need to encourage this kind of energy production to lessen the

Comment:It's become painfully clear that solar panels are for the upper middle class and wealthy.The cost shift these
folks are putting on other rate payers that either can't afford solar panels or can't install because they are renting is
simply unfair.The utility is a regulated monopoly that is allowed to make a return on equity and as such will continue to
earn that return regardless of solar penetration.That return however is born by the rate payers that don't have solar.
After my last sales pitch by a local solar company it was clear that they only care about the sale and have no regard for
treating Idaho power as a giant battery that solar customers pay $5 a month to utilize.I'm the customer that will be
harmed by these solar panel owners require Idaho power to act as a battery with no renumeration for being a giant
batteryfor $5 a month.It's time for the puc to treat all customers fairly,not just the upper middle class and wealthy that
can afford solar.

Comment:Five Reasons to Deny Idaho Power Company (IPCO)Rate Classification Request
1.IPCO has not provided full justification,intent,use,or purpose of its proposed Rate Category.
2.IPCO's request is verbose and burdensome and needlessly makes work for itself,PUC Staff and the Commission,
as well as experts,concerned entities,government agencies,concerned citizens,and businesses -essentially all of its
rate-based customers.
3.IPCO needs to conduct a full and complete (business,societal,and environmental)study of the costs,benefits,
plans,and projected outcomes of renewable energy sources-no matter who owns the generating capacity.Then,and
only then,should they make a well-founded,educated,substantiated request(s)to the Commission.Picking only one
small piece (such as IPCO's request to establish a new Rate Category)of the whole picture versus considering all the
implications of solar power production promises only to distort the useful purpose of that information.
4.The Commission has nothing to base a decision on.The IPCO request is so vague,so imprecise,so non-specific,
and without a clearly defined purpose that the Commission cannot objectively fulfill its decision-making role.Indeed,
approving such a poorly formulated request would seem to abdicate the Commission's own responsibilities.
5.IPCO is a hydropower based generator of electrical power.Generated renewable electricity,no matter the
source or the owner,allows IPCO storage and control of that electricity because it has the capability and means to store
the potential energy.That is,if IPCO doesn't need power,e.g.,it doesn't experience demand on its service area grid due
to solar input,then,it does not have to release water to its turbines and generators.IPCO controls its hydro generating
capacity.By storing the energy provided by renewable sources,IPCO maintains management of generation,releaseto
the grid,timing open market rates and other operating benefits.Said another way,renewable energy helps keep more
water behind the dams so IPCO can have discretion in managing its power.
Where are the full and open studies of the above yet unquantified benefits?If more renewable energy were available,is
it conceivable IPCO might unburden itself from its partial ownership in the Jim Bridger Plant with all of its unquantified
environmental liabilities?Free energy from small solar power producers provides flexibility and an unlimited rate of
return to IPCO.The Commission should look at IPCO's avoided costs provided by the renewable energy producers.The
Commission should not allow IPCO to only focus on the small,narrowly defined dataset it vaguely alludes to as adding to
its overall embedded rate costs.

attracted to the Federal and State tax incentives encouraging their installation.Finallya selling point was the current
arrangement with Idaho Power -which I now see is under review.Our investment by the way was $18,000.I cannot

Comment:Idaho Power is proposing policies that would unfairly discriminate against customers who produce part of
their own energy from solar panels.If approved,this will stifle the growth of Idaho's clean energy economy.We must
continue to have the right to offset our energy usage though generating our own electricity from our own roofs,just like
we have the right to increase home and auto energy efficiencies.
Idaho Power allegesthat customers who produce part of their own energy from rooftop solar panels are are not paying
for their fair share of the electrical grid infrastructure.The Company is asking the IPUC to approve a plan to put us into a
separate customer class -a first step towards charging us different rates.However,I believe we have the right to offset
our electricity use without discrimination.
Although net metering programs elsewhere have been shown to save ratepayers money,Idaho Power has yet to
conduct any comprehensive cost-benefit studies.Creating a new rate class for net metering customers now is premature
and discriminatory.
Please deny Idaho Power's request to create a new customer rate class

Comment:In considering Idaho Power's application to create a separate rate class for people who install powergeneratingequipmentontheirhomesorbusinessesandseekto"net meter"for excess production,it seems to me thattherearetwoimportantfactorstobeaccountedforandbalanced.First,I acknowledge that because I can generate excess power and feed it into the grid for a later credit against power Iconsumeoutofthegrid,I am using the grid in lieu of a bank of batteries and as a consequence I am saving a substantialamountofthecostofaself-contained home power generation facility.However,this savingsof battery cost is notreflectiveoforevendirectlycorrelatedtothecostsidahoPowerincursinsupplyingthegridbecauseIdahoPowerhas tosupplythegirdwhetherIgeneratepowerorsimplyconsumeit.Nonetheless it is true that there is a cost associatedwithcreatingandmaintainingthegirdthatisavailabletoserveasmy"battery"and that idaho Power may not berecapturingthiscostthroughwhatitcancurrentlycharge.I appreciate that to cover this unrecovered cost,Idaho Powermightendupseekingarateincreasethatgetspassedontotheratepayerswhoarenotnetmetering.Second,our investment in power production works to reduce the amount of power that needs to be generated by IdahoPowerwiththeeffectthatourcapitalexpenditurereducesthecapitalexpenditurerequiredofIdahoPowerandwillconsequentlysaveratepayerfromrateincreasesneededtobuildneworreplacementproductioncapacity.In other words,while we are getting the benefit of the grid as a "battery"the power consumers are getting a significantcostsavingsgeneratedbyourinvestmentinpowerproductionwhichissavinganinvestmentthatwouldotherwisebeincurredbyIdahoPowerandpassedontoconsumers.This being the case does not seem to me to be unfair orunreasonablethatratepayersshouldeffectivelysubsidizehomeproducersbysupplyingthe"battery"because homeproducersarebearingthecapitalexpensetoproviderpowerproductionthatIdahoPowerwouldotherwiseincurandthenseektopassontoconsumers.
I would also point out that nothing in this balancing of benefits accounts for the environmental benefit I have conferreduponmycommunitybybearingtheexpensetoaddcleanenergyproductiontohelpmeetlocalpowerneeds.Thisbenefitwhilenotinsubstantialisadmittedlyhardtoquantify.That does not mean however that there is no benefit northattheCommissionshoulddisregardthatbenefit.There is ample precedent over the years demonstrating theCommissionspowertorequireIdahoPowertoprovideprogramstoreducepowerproductionneedseventhough in thefinalanalysisthecostofprovidingtheseprogramsgetsfactoredintotheratesettingprocess.

Comment:I own a 9kW solar system and I am opposed to an increase in fees to generators of power like myself.When
Idaho Power states the use of the power infrastructure is not being adequately paid for by generators like me,I wonder
what they do with the extra power I am adding to the electric grid.If it's only resold at the current rate to Idaho Power
users exclusively,then I agree.However,when power is sold to NV,WA,CA or wherever else Idaho Power redirects
excess production,I'd say they are being fairly compensated.The extra power entering the grid from a customer
investment in solar power systems like myself,did not receive one penny from Idaho Power.So in reality,we've saved
Idaho Power the expense of building additional production to meet these extra demands of power use.
If Idaho Power claims they have excess power generation and don't need additional power production,why do they
offer a program credit to customers who allow Idaho Power the abilityto shut down HVAC systems use at peak demand
times?I am part of this program and I think it's approximately $5 to $7 a month.
My investment in solar power is an attempt to produce 50%of my needs.It is also my desire to eliminate the need for
additionalor current dams that have decimated the runs of salmon.If hundreds of millions were not spent by the
utilities to keep these runs alive,the salmon would be extinct.
It's ironic that Idaho Power is concerned about a very small industry like solar,when I would bet the expense they have
in maintaining the salmon runs,thus the justificationfor dams,has more affect on the power rates than any surcharge
they want to tax to the solar industry.
