Comment:Please deny the request by Idaho Power to create a separate rate class for residential solar power producers.
We recognizethe need for a fair rate for grid access which should be uniform across all users,and not single out
residential solar producers,who actually contribute to grid production.This industry already accounts for 10%of
nationwide power production without power companies having to invest in power generation.Green jobs and
manufacturing jobs are created as this industry grows.Instead of encouraging residential application,Arizona and
Nevada are penalizing these customers by charging higher fees and reduced rate reimbursement,a backward trend
which will likely be overturned.While this is not the expressed intent of Idaho Power,to the benefit of their
shareholders,such a regulation change as sought would single out residential solar producers in preparation for these
restrictive moves.Nonbiased,fair studies to determine the actual benefits and costs of solar power are needed before
any attempt to justify such measures.Please deny this request.

Please consider in this time of global citizenship that each of us needs to do our part for the planet.Making plans to
authorize a new "net metering"class for people who generate some of their own power with the intentionthat they
would eventually pay more for access to the electric grid in my mind takes us back to a time when we believed the
planet would always provide all that we need.Because we are each a steward of the planet earth please
-protect consumers 'right to install solar panel without unfair charges or fees
-keep solar affordable
-Encourage innovation and increased access to solar and wind energy
-deny Idaho Power's request for a new net metering customer class

Comment:I urge you to deny Idaho Power's request for a new net metering customer class.In these days of global
warming Idaho Power should be encouraging innovation in alternative energy,not discouraging it.It appearsthat Idaho
Power is trying to bottle up the solar industry because they have not made the investments needed for the future.
There is widespread interest in solar energy,and we are in the process of installing panels ourselves.We havethe right
to reduce our energy bill and save money.I urge you to deny Idaho Power's request for a new net metering customer
class.

Comment:I am adamantly opposed to Idaho Power's request in this matter.It is a serious step in the wrong direction.I
have long been an advocate for energy efficiency,conservation and the incorporation of rooftop solar and other
distributed renewables.
We need to encourage expansion of near to place of consumption production to meet increased demand from an ever
expanding population and as way to minimize demand on the distribution system.
It is not I believe in the public interest to discourage distributed renewable production.Idaho Power needs to step up to
the plate and help assure its customers and future generations a livable planet.

Comment:As an Idaho Power Company customer who has been net-metering for more than 3 years now,I urge you todenytheCompany's request for solar segregation.The net metering program has worked well for me,and it should beavailabletootherIdahoPowercustomersaswell.I believe rooftop solar is the best way to reduce energy demands inIdaho.Idahoans should have the right to generate their own electricity,and they should be encouraged to do so.Noneofuscanchooseourownutility,so it is up to the PUC to ensure that fair and reasonable programs are available to all.Keepingthe net metering program simple and fair is the best way for Idahoans to meet their own energy needs.

Comment:Idaho should be growing clean energy options to reduce our reliance on out-of-state fossil fuels.The net
metering program is the only means for individual Idahoansto invest money in their own locally generated clean energy.
The Idaho PUC staff looked at Idaho Powers documents and found no reason to segregate solar customers.Instead,I ask
the PUC to direct Idaho Power to consider the full range of costs and benefits that arise when customers avoid utility
power and meet their own needs with local clean energy.
Because I cant choose my utility,I rely on the PUC to ensure fair programs.Please maintain the current net metering
program.
