Comment:Idaho residents who use solar panels should be eligible for a variety of incentives for doing so,including
rebates and state tax cuts.The state of Idaho needs to ENCOURAGE and PROMOTE green renewable energy sources like
solar,wind,and geothermal energy.It would be unconscionable to penalize those individuals who are making an effort
to improve our energy generating infrastructure and save money.

Comment:Idaho should be growing clean energy options to reduce our reliance on out-of-state fossil fuels.The net
metering program is the only means for individual Idahoansto invest money in their own locally generated clean energy.
The Idaho PUC staff looked at Idaho Powers documents and found no reason to segregate solar customers.Instead,I ask
the PUC to direct Idaho Power to consider the full range of costs and benefits that arise when customers avoid utility
power and meet their own needs with local clean energy.
Because I cant choose my utility,I rely on the PUC to ensure fair programs.Please maintain the current net metering
program.

Comment:I ask that you deny Idaho Power Company's request for a new net metering customer class.Idaho Public
Utilities Commission needs to protect consumers who install solar panels from unfair charges and fees.Idaho Power
Company is a for-profit company with a monopoly here in southwest Idaho,and because IPC has a monopoly,it should
act as a public utility.These actions should include everything possible to make local generation easy and affordable,
putting less strain on a far-reaching grid system.
Solar generation provides a peak generating capacity when there is also a peak demand in the summer months.Solar
generation should be highly encouraged,not discouraged as IPC seems to be doing.Solar power generating customers
pay their own capital expense for their generating system,not asking IPC to make payments for the customer's system.
And by generating power in the same region that the power is used,IPC should be able to meet demand without
building more very costly infrastructure.
