Idaho Power has not conducted a cost-benefit analysis,needed before any changes in metering policy are considered or
implemented.
Idaho Power is targeting small customers who choose to self generate electricity,punishing them for reducing energy
use and rewarding higher energy use customers.The proposal effectively seeks to eliminate consumer choice,energy
independence and a consumer's abilityto do what they wish on their rooftops.
If Idaho Power is proposing to treat solar customers differently,why not create a separate rate class for urban vs.rural
customers,or customers who have A/C vs.those that don't?

Comment:We are experiencing the same situation here in SC as you are in Idaho.Duke Energy,the #1 electric utility in
the US supplies my electricity.I have an analog meter which Duke retrofitted with a radio transmitting device.It worksfine,but Duke says it has to be replaced.Either get a cancer causing,harmful smart meter,or do an opt-out contract
and pay $150 for initial set-up and $11.75 month to have a disabled smart meter installed.Is this not extortion?I have
no Constitutional rights!Our Public ServiceCommission will not help protect the consumer.We have complained to
them and it goes on deaf ears..Duke Energy actually told my neighbor and quote "we do not care about your health".
What are we to do when we have only one electric supplier?If we don't agree with them they will cut our power off!!I
hope you Commissioners will help your state consumers.A lot of powerful lobbying takes place and you know how that
plays out;the consumer generally gets to sit in the back of the bus.
Therefore I am requesting the Commission to read independent private scientific studies about the harmful effects of
smart meters and do not let these large electric utilities run rough-shod over the poor consumers by forcing opt-out
fees,or forcing them to have a smart meter installed.
SMART METERS ARE HARMFUL AND DANGEROUS !!!

My names Dakota Perez and I lived in Idaho for over 10 years between 2005-2015 and all my distant elderly relatives
still reside in Emmett,Caldwell,and Boise.I would like to express my dissapointment in the proposition to require
citizens who use Solar Panels as a clean source of energy;to be bracketed and forced to pay Idaho Power for the energy
they acquire from private Solar Panel use.Not only does this seem unconstitutional,but it excentuates Idahos
continuing resistance to trulycare about all of America,all of the world,and even it's own Idahoans.If approved this
small step combined with your recent decision to alter scientific fact in your schools will tell all of America that you
simply do not haveany morality or environmental consciousness residing in the impending future of your state.Please
take my view into consideration when deciding to classify Solar Panel users.

Comment:Idaho Power's request for a separate rate class for people who generate electrical power from rooftop solar
panels is clearly an attempt to punish individuals for taking action to help the environment and to generate new forms
of revenue for Idaho Power.
Once this one type of separate rate class is allowed Idaho Power will not be content and will continue to create
additional rate classes for other electrical consumer.
This represents pure greed on the part of Idaho Power and cannot be allowed.
