Comment:Idaho Power is proposing to put solar users into a separate customer class moving away from retail -valuesolarcreditstowardsalowervaluecompensationplanfornetmeterers.This disempowers those whom have already invested in solar as well as discouragesfuture family solar investment.Thisoutsourcedcleanenergysolutionstolargerutilitysubscriptionserviceswhichifthe14%subscription commitment toIdahoPower's Solar Project after one year versus 110 families which installed solar though the Solarize the ValleyProgram(2 Years)indicates which model has been more successful.There needs to be a multilateralapproach to clean energy solutions that include and encourage families andcommunitiestoinvestaswellaslargerutilities.
Please deny these net metering policy changes as proposed by Idaho Power.It is time for you to listen to and serve your communities and not the utilities and other special interests.

Comment:I am completely confused as to why Idaho Power wants to put rate payers that use solar power,into a
separate class.
These rate payers are the forward thinking,and concerned people that care about the future of our earths resources.
The solar users have already paid forward large sums of money,because of their concerns,why is it necessary for Idaho
Power to hold these rate payers hostage?
