It is not considering all of the users of the grid.Some of the other comments have good proposals that take everybody’s usage into account. It does not take into account the time of use,which has tremendous impact on the cost of producing power.We should have time of day based pricing,as in California. Idaho Power does not pay us for the surplus energy that we produce.If I am going to pay a fair price for the grid,they should pay me a fair price for the excess energy that I produce and put into the grid. Idaho should be incentivizing clean power,not punishing the people who support it.I did not install a system to save money.My system will take a really long time to amortize and is not worth it for the slight financial gain that I might see in 20 years.I did it because I believe in clean air and also want to contribute to the fight against global warming. Finally -I have heard that while Idaho Power does not have a lot of coal burning plants,they do buy a fair amount of coal-produced energy from neighboring states.If this is the case,the environmental cost (again,clean air and global warming)of all of the power that they provide us should be part of any comprehensive evaluation of the system.If we are off-setting coal producing plants in other states,that still matters and should be part of the overall consideration of the situation.
