Re:Idaho Power’s solar rate class change
I have great concerns about Idaho Power’s request to develop a separate rate class,
for private owners of solar and its accompanying impact on present and future net
metering agreements.IP claims a desire to create this separate class in order to
smdv this segment or customers,provicimg the data necessar’,-to
understand how this customer segment utilizes the Company’s system.”
This appears to be fraudulent,as the necessary data could easily be collected and
analyzed through present biilirg and withott any change to the rate class.What
this request appears to do instead is unsettle the solar industry immediately as well
as individuals and businesses who are considering solar to offset their energy
demands.With the accompanying uncertainty looming of unknown costs that
could be imposed on private power producers,the private cash outlay to install
solar becomes more onerous and unlikely.
This negative impact on the growth of private solar installations has proven to be
the case in both Arizona and California where the power companies have created
new rate classes for a period of time and this “time to study’has proven sufficient
to slow the installation of private systems.Why is this good for the customer or the
state?
The ultimate concern,of course,is that their present proposal will ultimately open
up the opportunity for unknown and unbridled adjustments to future net metering
rates as it wouldn’t be regulated by the residential schedules.This gives Idaho
Power too much leeway to increase consumer pricing before the actual cost to
Idaho Power has been proven.
As 12 states in the Northeast have recently come to an agreement to reduce their
fossil fuel emissions from power plants by 30%,I am hoping that the PUC will not
rush to grant this request that de-incentivizes renewable energy increases at the
cost of our environment.Please ask Idaho Power to get their data and analysis in
order and return to you when they want to change rates for independent solar
producers and their efforts to increase the company’s bottom line.

At a time when our fossil fuel resources are dwindling,(Nelder,Chris.“The End ofFossil Fuel”
Forbes.com,7/24/2009.Web.Aug.31,2017),and alternative “clean”energy sources are
becoming more and more available.i.t is a shame that Idaho Power has chosen to join a national
movement to ‘de-incentivize residential solar electricity production.Contraiy to IP’s claim that
the purpose for their request to the Public Utilities Commission is to “study this segment of
customers,”it is clear that “singling out”residential solar electricity producers is a necessary first
step in creating a rate structure designed to “slow or stop”the deployment of solar electricity
generating panels on new home construction.
Idaho has long been a leader in alternative energy production and any increase in residential
solar electricity production should be applauded not penalized.
The “short-term gain”that 1P hopes to realize at the expense to the environment via continued
dependence on fossil fuis represents a “short-sightedness that is abhorrent.
It is my hope that the Public Utilities Commission will deny Idaho Power’s request to establish a
separate “rate class”for residential solar electricity producers.

Comment:Net Metering service,as it currently exists,allows small general service customers with on-site generation
(solar,for instance)to produce and transmit to Idaho Power their excess electrical production.These customers “sell”
their production to Idaho Power at the same rate at which they buy power from Idaho Power,but,only up to the
amount of power they buy from Idaho Power during a month.
(Meaning that small general service customers with on-site generation can never sell Idaho Power more electricity than
the buy from Idaho Power;they can only “break even”,at best.Thus,the current system,as it is set up,is already unfair.
Idaho Power,with IPC-E-17-13,is trying to make the existing unfair system even more unfair for future small on-site
generators.
Idaho Power currently charges small on-site generators a monthly $5 fee.That should be enough to cover any
inconvenience to Idaho Power caused by small on-site generators.
Idaho Power should be encouraging small on-site generators and constructing its own large scale solar generation
facilites instead of trying to discourage and deny the future.
