Case No. !PC-E-17-13
New Schedules for Residential and Small General Service Customers with
On-Site Generation - Status Update to the Commission
Dear Ms. Hanian
On May 9,2018, the Idaho Public Utilities Commission ("Commission") issued Order
No. 34046 in Case No. IPC-E-17-13 directing ldaho Power Company ("ldaho Power" or
"Company") in part: (1) to initiate a docket to comprehensively study the costs and benefits
of on-site generation on ldaho Power's system, as well as proper rates and rate design,
transitional rates, and related issues of compensation for net excess energy provided as a
resource to the Company, and to (2) file a study with the Commission exploring fixed-cost
recovery in basic charges and other rate design options prior to its next general rate case.
On page 23 of that order, the Commission also directed the Company to file a status update
with the Commission "on a quarterly basis, with more specific deadlines prescribed in the
coming notice of application in that matter."
On October 19, 2018, ldaho Power filed a Petition to lnitiate Docket to study fixed
costs of providing electric service to customers in Case No. IPC-E-18-16. ln Order No.
34190 issued on November 9, 2018, the Commission issued a Notice of Petition and
lntervention Deadline. Ten parties timely requested intervenor party status, resulting in a
Notice of Parties issued on December 17,2018.
The Commission Staff has organized an initial prehearing conference to occur on
January 11,2019, from 9:00 to 11:00 a.m. in the Commission Hearing Room. Although the
agenda has yet to be set, the prehearing conference will develop the procedural and
substantive scope of the docket, as well as address scheduling, settlement negotiations,
and other matters. As directed by Order No. 34190, the Commission Staff will report back
to the Commission by April 30, 2019, at which time "the Commission will issue additional
orders or notices setting further scope and procedure, including a public hearing for
customers."

Now that ldaho Power has filed its Petition to lnitiate Docket in Case No. IPC-E-18-
16 and the Commission has issued a Notice of Petition with more specific deadlines, ldaho
Power believes the conditions underlying the need for ldaho Power to file a quarterly status
update between cases have been resolved. lndeed, the Commission Staff will file the next
update/report in April per Order No. 34190. However, if the Commission desires further
updates from the Company related to the study of fixed costs to serve customers, please
advise us accordingly.
Very truly yours,
