NORDSTROM Lead Counsel ! nordstrom@idahopower.com September 5,2018 VIA HAND DELIVERY Diane Hanian, Secretary ldaho Public Utilities Commission 472 West Washington Street Boise, ldaho 83702 Re: Case No. IPC-E-17-13 New Schedules for Residential and Small General Service Customers with On-Site Generation - Status Update to the Commission Dear Ms. Hanian On May 9,2018, the ldaho Public Utilities Commission ("Commission") issued Order No. 34046 in Case No. IPC-E-17-13 directing ldaho Power Company ("ldaho Powe/' or "Company") in part: (1) to initiate a docket to comprehensively study the costs and benefits of on-site generation on ldaho Power's system, as well as proper rates and rate design, transitional rates, and related issues of compensation for net excess energy provided as a resource to the Company, and to (2) file a study with the Commission exploring fixed-cost recovery in basic charges and other rate design options prior to its next general rate case. On page 23 of that order, the Commission also directed the Company to file a status update with the Commission "on a quarterly basis, with more specific deadlines prescribed in the coming notice of application in that matter." Since Order No. 34046 was issued, the Company has worked to prepare studies necessary to support discussions with Staff and other interested stakeholders in the upcoming dockets to explore the costs and benefits of on-site generation on ldaho Power's system, as well as the docket exploring fixed cost recovery in basic charges and other rate designs. While the Company has made progress in completing its initial studies for eventual stakeholder review and input, it does not envision making a filling to open either docket until the conclusion of the current matter on reconsideration in Case No. IPC-E-17-13. The Company interpreted the Commission's directive that it file quarterly status updates to apply once the Commission issues a final order on reconsideration in Case No. IPC-E-17-13. While this letter is provided to apprise the Commission of its related efforts to date, ldaho Power requests that the Commission notify the Company if its interpretation of the reporting requirements included in Order No. 34046 is not what the Commission desires.
