On September 8,2017,Sierra Club moved the Idaho Public Utilities Commission
(Commission),under Commission Rules of Procedure 19 and 43.03 and Idaho Bar Commission
Rule (IBCR)227,for an Order approving the limited admission,pro hac vice,of Gloria D.Smith
in this matter.The Motion was signed and attested to by local counsel Kelsey Nunez of Boise,
Idaho (Idaho State Bar License No.7899).
In the Motion,Ms.Smith certifies that she is an active member in good standing of
the California State Bar who maintains the regular practice of law in California.She further
declares that she is not an Idaho resident or licensed to practice law in Idaho.
Ms.Smith and Ms.Nunez certify that a copy of the Motion has been served on all
other parties to this case,and that a copy of the Motion,accompanied by a $325 fee and
certificate of good standing,have been submitted to the Idaho State Bar.Ms.Nunez
acknowledges that her attendance shall be required at all Commission proceedings in which Ms.
Smith appears,unless specifically excused by the Commission.
COMMISSION FINDINGS
The Commission has reviewed and considered the Motion and applicable rules,
including IBCR 227 and Commission Rules of Procedure 19 and 43.03,IDAPA 3 1.01.01.019
and 043.03.Based on the filings of record and certified representations of Ms.Smith and Ms.
Nunez,we find that reasonable grounds have been demonstrated to justify the granting of limited
admission of Ms.Smith as legal counsel for Sierra Club.We further find good reason to excuse
the appearance of Ms.Nunez in further proceedings in this docket unless needed by Ms.Smith.
CONCLUSIONS OF LAW
The Commission has jurisdiction in this case and over this Motion pursuant to Idaho
Code,Title 61,and the Commission’s Rules of Procedure,3 1.01.01.000 et seq.

ORDER
IT IS HEREBY ORDERED that the Motion is granted;Gloria D.Smith is hereby’
granted limited admission as legal counsel for Sierra Club.
IT IS FURTHER ORDERED that the attendance of Kelsey Nunez is excused from all
further proceedings in Case No.IPC-E-l7-l 1 unless needed by Gloria D.Smith.
