HomeMy WebLinkAbout20170224notice_of_modified_procedure_order_no_33722.pdfOffice ofthe Secretary Service Date February 24,2017 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION IN THE MATTER OF THE APPLICATION ) OF IDAHO POWER COMPANY FOR )CASE NO.IPC-E-16-33 AUTHORITY TO REVISE TARIFF ) SCHEDULE 91-THE ENERGY )NOTICE OF EFFICIENCY RIDER )MODIFIED PROCEDURE ) )NOTICE OF )COMMENT DEADLINE ) _______________________________ )ORDER NO.33722 On December 22,2016,Idaho Power Company filed an Application requesting that the Commission approve:(1)a decrease of 0.25%to the collection percentage of the Energy Efficiency Rider (from 4%to 3.75%of base rate revenue),effective March 1,2017;and (2)a $13 million refund of previously collected Rider funds to be included in the 2017/2018 Power Cost Adjustment (PCA)mechanism.effective June 1,2017;and (3)the elimination of the atmual transfer of $4 million of Rider funds through the PCA.The Company asked the Commission to process the Application by Modified Procedure. On January 18,2017,the Commission issued a Notice of Application and Order suspending the proposed effective date,setting an intervention deadline of February 1,2017,and directing Staff to develop and recommend a comment schedule once the intervention deadline passed.The Idaho Irrigation Pumpers Association,the Idaho Conservation League,and the City of Boise petitioned for intervention.No party requested a hearing.After conferring with the parties,Staff recommended processing the Application by Modified Procedure,as requested,and the setting of a comment deadline of March 15,2017,and a March 22,2017 reply deadline. With this Order the Commission authorizes the use of Modified Procedure and establishes deadlines for the filing of written comments. BACKGROUND In Case No.IPC-E-16-03.the Company’s 2015 demand side management (DSM) prudency request,the Commission directed the Company “to work with Staff and other stakeholders in adjusting the Rider,”and “submit a proposal for revising its Rider percentage to this Commission no later than Friday,December 30,2016.”Order Nos.33583,33694.The NOTICE OF MODIFIED PROCEDURE NOTICE OF COMMENT DEADLTNE ORDER NO.33722 1 Company has complied with the directive of the Commission and the submitted an application to decrease the Rider collection percentage by 0.25%;refund $13 million in excess Rider funds; and eliminate the annual transfer of $4 million in Rider funds through the PCA. NOTICE OF MODIFIED PROCEDURE YOU ARE HEREBY NOTIFIED that the Commission has reviewed the filing in this action,and has determined that the public interest may not require a formal hearing in this matter and will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission’s Rules of Procedure,TDAPA 3 1.01.01.201 through .204.The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation.
