The Rider is a regulatory liability account and as such, a negative balance indicates that the Rider has collected amounts in advance of funding energy efficiency programs. Alternatively, a positive balance indicates the Rider has funded energy efficiency programs in advance of collection. As noted in the accompanying Certificate of Attorney, the enclosure contains commercially sensitive and potentially material non-public information under Regulation FD.
