SUBJECT: IDAHO POWER'S APPLICATION TO DETERMTNE HELLS CANYON
RELICENSING COSTS THROUGH 2015 AS PRUDENTLY INCURRED;
cAsE NO. IPC-E-16-32
On December 14, 2016, Idaho Power Company applied to the Commission to deem
prudent $220,845,830 in Hells Canyon Complex relicensing costs. The Company did not ask to
adjust customer rates, but stated it would make such rrquest in a later case. The Commission
issued a Notice of Application on January 4,2017. Order No. 33686. The following Parties
intervened: Idaho Conservation League (intervention later withdrawn), Idaho Inigation Pumpers
Association (IIPA), and Industrial Customers of ldaho Power (ICIP). .See Order Nos. 33701,
337A7, 33716. On August 18, 2017, the Commission issued a procedural schedule. Order No.
33849. Since then, Staff has made numerous audit and discovery requests to which the
Company has responded.
ln October 2017, the Partics met to discuss settlement. Idaho Power, Commission Staff,
and IIPA (hereafter "Signing Parties") have now signed a Settlement Stipulation and joint
motion to approve it. The Signing Parties agree the Senlement Stipulation resolves the case and
the public interest does not require a hearing. The Signing Parties jointly ask the Commission to
review the Settlement Stipulation under Modified Procedure, without waiving the right to a
hearing if the Commission were to reject the agreement.
All Parties (including ICIP, which did not sign the Settlement Stipulation) agree to a new
procedural schedule, and together ask that the Commission vacate the current deadlines and
replace them with the following:

Does the Commission wish to issue Notice of the Settlement Stipulation, vacate the
current deadlines set in Order No. 33849, and adopt the above procedural schedule, as agreed by
all Parties?
