Comment:I do not believe that passing on the costs of Hells Canyon Complex FERC relicensing to consumers isappropriate.The excess costs are due to Idaho Power Company's inabilityto maintain clean water standards,therebydrawingouttherelicensingprocess,and as such were not 'prudentlyincurred.'Adhering to environmental standards,i.e.protecting the balance between developmental and non-developmental resources,is important when privatecompaniesareutilizingandaffectingpublicresources,and consumers should not have to pay more for their neglect.The Idaho Power Company was aware of environmental regulations when it chose to relicense the Hells CanyonComplex,and thus should bear the costs of compliance.
