Comment:I’d like to comment on Idaho Power’s request to pass on $220 million in re-licensing expenses to ratepayers
because of the State of Oregon’s refusal to agree to re-licensing until salmon and steelhead have access to Oregon rivers
upriver from the Hells Canyon Complex.
When Idaho Power built these dams they did so knowingly killing off what was once the largest salmon and steelhead
run in the continental US.Though the original plans for the dam complex included fish ladders so that these once native
fish could bypass the dams,Idaho Power decided that it was too expensive and instead knowingly rendered many runs
of salmon and steelhead from Idaho and Oregon rivers extinct.We the people of Idaho and Oregon can never get these
fish back.The runs are now extinct because of Idaho Power’s greed.This has resulted in many native nations losing a
major source of food and revenue,and in other residents of the state of Idaho to forgo millions in fishing tourism
revenue each year,as well as our God given right to be able to fish for these native fish in southern Idaho.The state of
Oregon is doing the right thing now holding Idaho Power accountable for their gross lack of corporate responsibility.
Idaho Power should be forced by the state of Idaho to place fish ladders on the Hells Canyon Dam Complex and to spend
millions more of their own revenues on rehabbing the fish populations that they single handedly rendered extinct.They
have done much damage to Idaho rivers and fish populations and the small amount that they spend each year on their
hatchery operations are hardly a drop in the bucket of what the states of Idaho and Oregon should be holding them
accountable for.Idaho power is reaping the seeds that they sowed many decades ago when they purposely killed off
these native fish populations.They should hold sole responsibility for all costs and rehabilitation efforts associated.To
pass these costs on to ratepayers is unethical and unacceptable.
Idaho Power has already destroyed hundreds of miles of river habitat and rendered native fish populations extinct,and
now they are asking you to allow the victims of their unethical practices to foot the bill.This is analogous to a rapist
asking the courts to force their rape victim to pay the administrative fees associated with their requirement to register
as a sex offender.
Please deny Idaho Power’s request to pass these costs on,and hold them accountable for the damage they’ve done like
the State of Idaho should have done many decades ago.Thank you for your time.
