IPC-E-16-30 AUTHORITY TO CONSOLIDATE ANNUAL ) REPORTING REQUIREMENT ) ORDER NO. 33702 __________________ ) On November 23, 2016, Idaho Power Company petitioned the Commission to amend Order No. 29505 to change the requirement that the Company's Weatherization Assistance for Qualified Customers (WAQC) report be filed separately from the Company's Demand-Side Management (DSM) Annual Report, and to allow the Company to include this information in the DSM Annual Report going forward. Petition at 1. The Company requests approval of this proposal by February 1, 2017, with the consolidated reporting to begin with the March 15, 2017 DSM Annual Report. Id. at 4. The Commission issued a Notice of Petition and Notice of Modified Procedure setting a deadline for comments of January 10, 2017, and a deadline for reply comments by the Company, if any, of January 17, 2017. Order No. 33669. Commission Staff timely filed comments supporting the Company's proposal. The Commission received no other comments or reply comments. APPLICATION In its Application, the Company explains that Commission Order No. 29505 requires the Company to file an annual W AQC report separately from the DSM Annual Report. Petition at 2. The Company believes the Commission set a separate reporting requirement to help the Commission more easily monitor the Company's DSM and weatherization programs, which were relatively small in 2004 when the Order issued, but were expected to grow significantly. Id. The Company states that since 1989, it has filed conservation or DSM reports that included information on the weatherization program. Id. It has filed annual DSM reports since 2011, which include a W AQC chapter containing similar content to that provided in the annual W AQC report. Id. The Company also states that the DSM and W AQC annual reports cover the same annual reporting periods. Id. at 3. The Company states that, if the Application is granted, the Company will no longer file a separate W AQC report but will continue to satisfy the W AQC ORDER NO. 33702 1 reporting requirements by including the W AQC infonnation as part of the DSM Annual Report. Id. According to the Company, consolidating the W AQC report information into the DSM Annual Report will eliminate duplicative reporting and reduce costs. The Company indicated that it consulted with Commission Staff, Community Action Partnership Association of Idaho, and members of the Company's Energy Efficiency Advisory Group about the Company's proposal to consolidate the W AQC report into the DSM Annual Report, and that the parties supported the Company's proposal. Id. In summary, the Company requests to include the required W AQC report information in the DSM Annual Report filed on March 15th each year, and to eliminate the requirement to file a separate W AQC report ( currently filed on April 1st). The Company requests approval of this proposal by February 1, 2017, with consolidated reporting to begin in the 2016 DSM Annual Report to be filed on March 15, 2017. Id. at 6, 7. STAFF COMMENTS Staff supports the Company's request to consolidate the required W AQC reporting into the DSM Annual Report and to eliminate the requirement to file a separate W AQC report. Staff Comments at 3. Staff believes the proposal will eliminate duplicative reporting and may reduce costs. Id. at 2. COMMISSION FINDINGS AND DECISION The Commission has jurisdiction over this matter under Idaho Code §§ 61-502 and 61-503. The Commission has the express statutory authority to investigate rates, charges, rules, regulations, practices, and contracts of public utilities and to determine whether they are just, reasonable, preferential, discriminatory, or in any way in violation of any provision of law, and may fix the same by Order. Idaho Code§§ 61-502 and 61-503. Based on the information in the record, the Commission finds it reasonable to authorize the Company to consolidate the required annual W AQC report into the annual DSM report, starting with the 2016 DSM report due to be filed on March 15, 201 7. We find that doing so will eliminate duplicative reporting, may potentially reduce costs, and will continue to satisfy W AQC reporting requirements. As a result, we find that the consolidation of reporting is in the public interest. ORDER NO. 33702 2 ORDER IT IS HEREBY ORDERED that the Company is authorized to consolidate its annual W AQC report into its annual DSM report. The Company is no longer required to separately file a W AQC report, but is directed to include all the information that was previously required to be included in the W AQC report in the annual consolidated DSM report. THIS IS A FINAL ORDER. Any person interested in this Order may petition for reconsideration within twenty-one (21) days of the service date of this Order with regard to any matter decided in this Order. Within seven (7) days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration. See Idaho Code § 61- 626.
