Dear Ms.Jewell,
I am a resident of 10 Bluegrouse Ridge Lane,Hailey Idaho,which is a subdivision called Bluegrouse RidgelocatedoffOhioGulchRoadlocatedintheMidWoodRiverValleyoffHwy75thatwillbedetrimentallyimpactedbytheproposedIP’s application to construct a second transmission line.My firm,SeaboardCorporation,is the developer of Bluegrouse Ridge,and is currently the owiier of 13 additional residential lotswithinthatsubdivisionthatwillalsobedetrimentallyimpactedbyconstructionoftheproposedsecondtransmissionline.
I have reviewed the application of Idaho Power and make the following comments:
1.There is considerable dispute among knowledgeable experts as to whether this second transmission line willprovideanymeaningfulincreaseinreliabilityorredundancy,given the very small and relatively limiteddurationofoutagesoverthelast30years.
2.The estimated cost of 30 million to construct this second line of dubious benefit will be born by all of IdahoPower’s ratepayers.
3.The negative aesthetic impacts ofthe overhead transmission line along the Hwy 75 “Scenic Corridor”asdefinedintheCounty’s Comprehensive Plan will be significant and permanent,and will adversely impact thepropertyvaluesofmypropertyandthatofmanyneighborsalongHwy75,as well as the general publictravelingalongHwy75betweenKetchum,Sun Valley,and Hailey.
4.The lack of a compelling case for redundancy,the significant capital costs of the project,and the negativeimpactstothecommunity,should convincingly persuade the PUC to den.y this application.

Comment:Dear IPUC:I am opposed to construction of an unnecessary and redundant transmission line between the
Halley and Ketchum substations.This new and unnecessary line would cost ratepayers across Idaho withàut improving
the reliability or resiliency of the electric grid.
