Idaho Public Utilities Commission PO Box83720 Boise, ID 83720-3762 Dear Commissioners, To :912083343762 ;6222043 RECEIVED 2016DEC l6 PH~:49 I am writing to urge you to approve the Wood River Valley CPCN filed by Idaho Power Company to build a second transmission line between Hailey and Ketchum. Years of public involvement through the Citizens Advisory Committee lead to the recommendation to construct an additional line from Hailey to Ketchum to increase the reliability of electrical supply to the 9;100 customers currently served by a single transmission fine. While the existing transmission line has been fairly reliable, its age and remote location make sole reliance on this line an unreasonable risk. As you may be aware, the prolonged power outage of Christmas Eve/Christmas Day 2009 was a stark reminder for all of us in the Wood River Valley of how reliant we are on the integrity of our transmission lines. Should our existing single transmission line·fail during weather conditions similar to Christmas 2009, the potential for serious risk to people and property is very real. In 2009, power was restored at Sun Valley after 16 to 18 hourst but the impacts would have been much more significant had It stay out a second night. In my opinion, this is a simple matter of public safety, and it is unreasonable to allow an area of this.size 'to be served radially, particularly when a straight forward solution is proposed. Please approve the Certificate of Public Convenience and Necessity before you. As you can imagine, reliable, redundant power is a critical resource to St. Luke's Wood River Medical Center. While the hospital does have a backup generator on site in the event of power loss, this generator is only able to power a portion of organization's electrical needs. Energy intensive equipment such as the facility's MRI and CT machines are not able to be fed by a backup generator so these diagnostic tools are not available to clinicians during power outages. A redundant power line will help minimize the number of outages experienced by the hospital and therefore reduce the number of times the above key services are not available to the community.
