SUBJECT:AVISTA CORPORATION'S APPLICATION FOR APPROVAL OF
ELECTRIC DISTRIBUTION SERVICE AGREEMENT WITH EASTGREENACRESIRRIGATIONDISTRICT;CASE NO.AVU-E-19-13.
On November 15,2019,Avista Corporation dba Avista Utilities ("Avista"or
"Company")filed an Application seeking approval of the Electric Distribution Service Agreement
("Agreement")with the East Greenacres Irrigation district ("East Greenacres").
THE APPLICATION
Avista represents the parties entered the Agreement to continue the delivery of United
States Bureau of Reclamation energy over Avista-owned and operated distribution facilities from
Avista's Post Falls Substation to East Greenacres'deliverypoints.Application at 1.The Company
states the Agreement is to become effective on January 1,2020,or the first day followingapproval
by the Commission.kl.The Company requests that the Application be processed by Modified
Procedure.Id.at 2.
STAFF RECOMMENDATION
Staff recommends the Commission issue a Notice of Application and Notice of
Modified Procedure.Staff recommends the Notice of Application and Notice of Modified
Procedure provide for a twenty-one (21)day written comment period for itself and any other
interested parties,with a seven (7)day reply comment period for the Company to follow.

Procedure that establishes a twenty-one (21)day written comment period for Staff and any other
interested parties followed by a seven (7)day reply comment period for the Company?
