Comment: It has come to my attention Idaho Power is asking for revisions to the depreciation rates on it's North Valmy
Plant. As reported, Idaho Power seeks to not only increase it's depreciation rate but to offload that increase onto its rate
payers. Seeing as the depreciation allowance is a courtesy to the company on it's taxes, no justification can be made to
offload an increase on rate payers, who are not privy to benefits from depreciation of equipment or facilities. A pattern
has emerged of Idaho Power lowballing negotiations, which are then revised by future increases. This is not reasonable
business practice, and should be rejected.
