Regarding Idaho Power's application to join an Energy Imbalance Market, I wish to confirm that power produced in
Idaho and sold to higher priced markets will not inadvertently raise the cost of electricity in Idaho. It would be
counterproductive to Idaho consumers to sell off electricity to higher priced markets, potentially raising the prices of
electricity here in Idaho. As long as joining this market would not contribute to rising electricity costs in Idaho, I am in
support of joining the Pacific Northwest EIM.
