Comment: Thank you for the opportunity to comment on this case.
I am a Idaho Power consumer who resides in a home that is not practical for rooftop solar. Because of this I have been
following the progress of this project closely. I believe community solar is a great way to compromise the concerns of
the company with those of the consumer. In addition taking advantage of location, and sun tracking devices increases
the benefits of solar. Many of my concerns have already been addressed by The Snake River Alliance, The Industrial
Customers, the Idaho Conservation League, Sierra Club and the Snake River Alliance. Highest priority of those concerns
being the return on investment initially proposed, and restrictive measures applied to prospective investors. One
concern I have however is rate transparency. The amount of power the solar farm produces is vital in determining the
amount of credit the consumer receives. Therefore the consumer should be able to view this information from a reliable
source, to verify and justify the investment.
Will this production information be visible physically at the production site? Will it be visible in a web portal? Or will the
participants have to rely on the amount the company places as a credit on my monthly statement. I believe this
information can be easily manipulated in several ways. Additionally there will be losses associated with DC/AC
conversion and transmission. Will the meter be placed before or after these losses occur? I would simply like to
independently verify the output of the project. This is a very easy task for a rooftop solar installation, and I hope it would
be just as easy in the case of community solar as well.
As multiple intervene rs have stated, I sincerely appreciate the initiative taken by Idaho Power to integrate more solar
power into the Treasure Valley's electrical grid.
