MODIFIED PROCEDURE
ORDER NO. 33569
On June 22, 2016, Idaho Power Company filed an Application with the Commission
to authorize it to implement an optional program, Schedule 63, Community Solar Pilot Program.
Under the program, the Company proposes to build a 500 kilowatt (kW) single-axis tracking
community solar array in southeast Boise that will allow a limited number of Idaho Power's
customers to subscribe to the generation output. Idaho Power asked that the case be processed
by Modified Procedure.
The Commission issued a Notice of Application and Order setting a deadline for
interested parties to intervene. Order No. 33552. The Commission received and granted
petitions for intervention from Idaho Conservation League (ICL), Idaho Irrigation Pumpers
Association (IIP A), Industrial Customers of Idaho Power (ICIP), Sierra Club, Snake River
Alliance (SRA), and the City of Boise. Order Nos. 33552, 33557, 33560, 33562.
PARTIES' PROPOSED SCHEDULE

The Commission now issues the following Notice of Modified Procedure adopting
the parties' proposed schedule. Pursuant to Rule 202, we set a public comment deadline that
allows interested persons 21 days from the service date of this Order to file comments with the
Commission. The Company's Application proposes a new program and we find that providing
less than our standard 21-day comment period for public participation is not in the public

interest. The Parties mutually agreed to their schedule, but the public deserves a full and fair
opportunity to participate.
NOTICE OF MODIFIED PROCEDURE
YOU ARE HEREBY NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission's Rules
of Procedure, IDAPA 31.01.01.201-204. The Commission notes that Modified Procedure and
written comments have proven to be an effective means for obtaining public input and
participation.
YOU ARE FURTHER NOTIFIED that the parties in this matter may file a written
comment in support or in opposition with the Commission by no later than Thursday,
September 1, 2016.
YOU ARE FURTHER NOTIFIED that the Company may file reply comments, if
necessary, by no later than Thursday, September 14, 2016.
YOU ARE FURTHER NOTIFIED that any member of the public desiring to state a
position on this Application may file a written comment in support or in opposition with the
Commission by no later than 21 days from the service date of this Order. IDAPA
31.01.01.202.02. All comments must contain a statement of reasons supporting the comment.
Persons desiring a hearing must specifically request a hearing in their written comments.

YOU ARE FURTHER NOTIFIED that if no written comments or protests are
received within the time limit set, the Commission will consider this matter on its merits and
enter its Order without a formal hearing. If written comments are received within the time limit
set, the Commission will consider them and, in its discretion, may set the same for formal
hearing.
YOU ARE FURTHER NOTIFIED that the parties to this matter intend to conduct a
meeting to discuss negotiated solutions on August 23, 2016, per IDAPA 31.01.01.272.
YOU ARE FURTHER NOTIFIED that the Application, attachment, and testimonies
have been filed with the Commission and are available for public inspection during regular
business hours at the Commission offices. The Application, exhibits, and testimonies are also

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code, and specifically
Idaho Code§ 61-503.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission's Rules of Procedure, ID APA 31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that this case be processed under Modified Procedure
using the parties' agreed schedule as set forth above.
IT IS FURTHER ORDERED that interested persons (members of the public) may file
written comments by no later than 21 days from the service date of this Order.
